The fuel at this Facility is sold to the public. The Environmental Protection Agency's Facility records indicate the Facility has six, STI-P3 underground storage tanks (UST), each with a 10,000-gallon capacity. Tank identification and products are listed in the table below. Piping for all tanks is double-walled, pressurized, fiberglass reinforced plastic (FRP). The EPA last inspected the Facility on May 18, 2022, and they selected it for routine re-inspection. Ms. Grabowski, the EPA inspector, spoke with the Facility operator on August 11, 2025, and sent a follow-up email to schedule the inspection and provide inspection details (see Attachment A). The EPA inspection team arrived at the Facility at 8:50 a.m. MDT and took a Facility identification photo. The team returned to conduct the inspection at 9:15 a.m. Ms. Grabowski introduced herself to the Facility operator and presented inspector credentials. Ms. Grabowski proceeded to conduct a physical inspection of the UST system as well as a review of Facility records. Photographs of UST system components taken during the inspection are in Attachment B. Copies of operation and maintenance records are in Attachment C. Tank Leak Detection Tank leak detection is conducted by a Veeder Root TLS 350 automatic tank gauge (ATG), which performs continuous statistical leak detection (CSLD) via probes in each tank. Records of release detection tests were maintained onsite from September 2024 - August 2025. Annual operability testing of the ATG console and probes was conducted and passed on May 7, 2025. Piping Leak Detection Piping leak detection is conducted by electronic line leak detectors (ELLD), which were installed in 2024 to replace Incon LLDs. The EPA inspector printed pressure line leak test results from the Veeder Root console, and each line passed a 0.1 gph test in April/May 2025. Annual operability testing of the dyed diesel 2 ELLD and the clear diesel 1 ELLD was conducted and passed on August 19, 2025. All other ELLDs were tested and passed on May 5, 2025. Cathodic Protection Cathodic protection (CP) testing was conducted on June 16, 2021, and on April 4, 2024. Following test failure in 2024, supplemental anodes were installed. The retest on July 19, 2024, passed, indicating all structures had adequate protection. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment Triennial testing for spill buckets and overfill prevention devices (flapper valves) was conducted and passed on August 19, 2025. Periodic Operation & Maintenance (O&M) Walkthrough Inspections The last 12 months of monthly and annual walkthrough inspections records were maintained onsite. 2050072 - Agland Poplar Page 2 of 3 8/27/2025 UST Inspection Operator Training is the designated Class A/B operator, and his training certificates were maintained onsite. Various individuals are trained as Class C operators with training documentation also maintained onsite. Financial Responsibility Agland Co-op in Poplar uses the Montana state fund as a financial responsibility (FR) mechanism. A certificate of FR, as well as the DEQ operating permit, were maintained onsite at the time of inspection. Physical Observations The EPA inspector viewed the spill buckets/fill pipes, dispensers, tank top sumps, tank vents, and the ATG console. The Veeder Root indicated all functions normal. Five of six spill buckets contained fuel following a recent delivery. The Tank 6 sump contained some gravel that had spilled in from a breach on the sidewall. On September 22, 2025, the Facility operator emailed photos to EPA showing that fuel had been removed from the spill buckets. Inspection Conclusions and Recommendations At the end of the inspection, the EPA inspector filled out an Onsite Deficiency Identification Form (see Attachment D), which represents initial compliance recommendations at the time of the inspection. Prior to departing the Facility, Ms. Grabowski stated that a full inspection report would be forthcoming, which includes the inspection checklist (see Attachment E). Ms. Grabowski provided the Facility representative with the deficiency form and retained a carbon copy for recordkeeping. Inspection Report Attachments A.
