BW:lz Encs L 1370 MINUTES OF THE SEVENTH MEETING OF HEALTH & SAFETY COUNCH/ACPA O .May 19, 1970 A meeting of the members of the Health & Safety Council of the Asbestos Cement Products Association was held pursuant to notice at the Biltroore Hotel in New York, N. Gypsum Company Bums & Van Kirk The meeting was called to order by the Chairman, Mr. James A. Main. The minutes of the meeting of the Council held on February 17, 1970 were submitted for approval. Mr. Main stated a correction should be made to the last paragraph on page 3 The sentence reading "Whereas the current 19&9 standards are 5 million particles per cubic foot. . .," should be corrected to read, "Whereas current 19&9 standards are 12 fibers/ml of 5 microns in length (as counted by the mem brane filter method at 430X magnification) or 2 million particles per cubic foot (as counted by . the standard impinger method) proposed (ACGIH) limits are 5 fibs'S^ml determined by the membrane filter method." The minutes as corrected, were approved. Mr. Main presented the Financial Statement for the period February 17, 1970 through May 19, 1970. Copies of this -2- report, as submitted, are attached to these 'minutes and made a p&rt hereof. The Financial Statement was approved as submitted. Mr. Kipp reported for the Legislation committee. He ' requested that the Chairman'ask Bradley Vails to serve as its li. iison with the Council-. He suggested that Mr. Walls receive m_aalerial from.members of the Legislation Committee and reproduce ; * such materials .and in turn, distribute then to all members of the Legislation Committee and include these materials for1 the * V agenda of the next Council meeting. Hr. Main said that he would speak to Mr. 'Walls. Mr. Main summarized the Council's actions regarding.' the publication of its proposed brochure on Recommended Practices for Fabricating, Handling and Applying Asbestos Cement rroaucts in the Build-- in:g ancT'Constr: uction-- Industries. * ' ~" \ He said that as revised, the pamphlet was approved by representatives from Certain-teed, Flintkote, GAP, Johns-Manvllle and National Gypsum, and that votes vere deferred by representa tives, of Supr&dur and U.S. Gypsum. Their votes and the votes . of Cement Asbestos Products Co. and Philip Carey vere-sought by special letter. Mr. Main said that he had received the approval of Cement Asbestos Products Co. and that he was informed by Philip* Carey that the company was giving up its asbestos product line and, therefore, would not be.participating in activities '? ike Council. ............ Following discussion of four proposed amt. s to the motion to adopt the brochure, Mr. Schwarz proposeu that two amendments to that motion be voted upon. The proposed amendments were; V 1. Td amend paragraph 1 on page 3.of the brochure by adding the phrase at.the end.of that paragraph; "...where dust is created." 2. To amend paragraph 3 on page 3 by adding after the first sentence of thut paragraph, the sentence; "The handling and installation of solid pieces of asbestos cement products do not normally . present a health risk unless sawing, drilling or other machining of the product*is required." i.............The first amendment was approved by all members voting in favor of the resolution, with GAF voting against. The Chair man determined that. In accord with the results of the ballot. the brochure would be so amended. The result of the ballot on the second amendment. was us follows ;# i . !_ :.
