PERRY \ SUBJECT: INCINERATION OF ASBESTOS CONTAINING MATERIALS '"'**ezrr-rx(P. plainteff's exhibit A potential problem has been raised regarding incineration of solid waste containing certain types of gaskets and packing material. The types of gaskets in question are teflon envelope and garlok gaskets which contain asbestos. The problem arises, when these materials are incinerated^, tfhe filler material is destroyed and the asbestos is released. At this time, we do not know the fate of the asbestos; whether it stays in the ash residue or is carried off into the incinerator scrubber system. However, until we have a much better understanding of this problem the following steps need to be implemented. 1. Do not incinerate any solid waste in inventory until those boxes have been inspected. I have asked ECR to develop a system to inspect all boxes in inventory and remove all gaskets, packing material, aeosol cans, etc. 2. Inform operating and maintenance area's of the need to dispose of all used gaskets and packing material into separate containers. Most likely this material will have to be sent off-site for disposal. 3. I will inform Engr/purchasing and ask them to pursue alternate gasket materials.
