They propose two courses of action to advise those receiving product from us of the potential haz ard} A) Attaching a precautionary label to each device containing Inerteen, before shipment. After discussion with Mr. Miller, I am proposing the wording of this label as written in the attached, letter. It is expected that such a label would' take the form of a nameplate, attached to capacitor units on the bracket opposite the normal nameplate, or other suit- . a b l e location. . B) In addition, they propose to issue a letter,Jointly with D.A.D. Bloomington, stating the general situation and emphas izing precautionary steps to be taken. Following a discuss ion vith Mr. Miller, I have modified their draft to be per attached. Their proposed distribution is Indicated. In addition, we would expect to issue this letter as an Applicat ion Data Letter to holders of catalogs, supplementing tne DB. 2. We have reviewed the proposed precautionary labelling for products containing Monsanto askarels, and find it generally satisfactory. 2. However, we feel it would be desirable to modify the statement to read as follows: "This product contains polychlorinated biphenyls, which some studies'have shown may be an environmental contaminant. Ex treme care should be taken to prevent any entry into the en- vlronment through spills, leakage, use, disposal, vaporizat ion or otherwise. ", *** INERTEEN AND ENVIRONMENTAL CONTAMINATION The users of Monsanto askarel type fluids (Monsanto ArochlorVestlnghouse Inerteen) should be familiar with the attached not ification received February 18, 1970 from the Monsanto Company on the above subject. Monsanto is the sole manufacturer of askarels used to make Inerteens for various types of Vestinghouse transformers and capacitors. Askarels are synthetic insulating fluids made by the chlorination of a relatively common chemical, biphenyl. The chlorination is necessary to Impart nonflammable properties to the askarel. The resulting polychlorinated biphenyls (PCB's) are relatively insol uble in water but soluble in fat and are extremely persistent in the environment. It has been Indicated by several laboratories that measurable amounts of the PCB's are present in our general environment and may have some affect on certain species of wild life. Vhlle askarels are' generally regarded as being non-toxic to humans it is reasonable to assume that very high standards of control will be issued by the government in the overall programs against pollution. Therefore, tight control on the usage and dis posal of Inerteen must be exercised. This applies not only to the manufacturing locations, but also to the repair shops and app lication sites. While the electrical users of askarels provide sealed systems, there still remains a problem of waste disposal vheu the equipment exceeds .its useful life or under goes repair. For scrap Inerteen fluid, Monsanto has arranged for return of this material in sealed drums. Ship prepaid to Monsanto Company, V. G. We will continue the use of Inerteen be cause of its outstanding performance record and safety features. If modifications of the present askarels cants made without sac* rificing the nonflammable and other Insulating properties* but which still make them less harmful to wildlife they will be used in our Inerteen.
