Mittnacht Ethyl Gasoline Corporation Chrysler Building Hew York City Hew York Dear Mr* Mittnaohtf I am returning to you the two memoranda with regard to Atlantic Refining Company*a mixing operations with my comments* I shall be glad to support you In your demand on the Atlantic Company for the installation of bulk equipment* Having gone over the matter of mixing equipment in the State of Pennsylvania with Mr* Walter some days ago, I feel quite certain of the necessity of this step* In proposing to install bulk equipment at their various points, we are dealing with them in precisely the same manner as we have with other companies similarly 3ifcuated* I do not see how we can adopt one policy toward them and another toward the other Pennsylvania companies* In this connection it is worth while to call attention to the fact that the State of Pennsylvania has Interested Itself quite definitely in the matter of safety of its mixing equipmenfc* I recently had a letter from a Mr* McKenty, one of the Atlantic representatives at their central office describing how they had cooperated with the State Depart ment of Health* There Is nothing they could do in the way of safety promotion which would be of more advantage to them than to indicate their willingness to make use of the best type of mixing equipment* I pointed out to Mr. McKenty that the matter of medical examinations, records etc., was of infinitely less importance than the proper attention to mixing equipment. Therefore if they have a genuine Interest in safety, it is up to them to pay more attention to the matter of equipment rather than to an arbitrary schedule of economy* There is only one point in which I believe we should proceed with caution. We have adopted a definite policy with regard to the amount of mixing which determines the necessity for bulk mixing equipment. We should not attempt to insist on the use of bulk mixing equipment except ip relation to this uniform policy* Therefore if the Atlantic people can show that their use of Fluid at any point is such as to come within the bounds of our policy, they should be permitted to maintain the drum system* That is to say, we K E 0000520 ^% * - if Mr* A. 8, Mittnaeht can scarcely afford to make a drive for the installation of hulk equipment regardless of expense and inconvenience Involved to customers except as it is fully justified by the safety aspects of the matter.
