OPERATIONS SAFETY COMMITTEE MEETING - 1979 November 14 Present: F. J. Mabry, J. K. McClain, I. Scheffler, Bobby Sowders, Frank Kaspar, Ted Matocha, Ruben Donovan, E. B. Colley, A. Lopez, R. E. Podhora and H. Floyd 1. Asbestos Rope - Irene Scheffler stated that we have a listing of all materials and equipment that contains asbestos She contacted Les Pfeil and he said all items that contain asbestos are released only to authorized departments. R. E. Podhora stated that the asbestos problems are industrial hygiene problems at the moment. We do not have a substitute for the rope used in the potrooms. He has had vendors in looking at substitutes. He further stated that there are certain places in the plant where there is no substitute --a prefab gasket in F. J. Mabry's area for example. Bobby Sowders cited an instance where the guys are cutting gaskets of asbestos and whereas he thinks there is no danger since there is not a lot of material flying in the air--the box still bears the warning sign on it and the fellows are wondering if it is safe. Jack McClain asked that we get a handle on the total scope of our problem and work on all of them as a whole. We are supposed to be getting rid of asbestos materials and we need to do it and not be working on a different problem each time it is brought up. He requested R. E. Podhora to come up with a list showing total uses and work on the problem all at once. 2. Bldg. 17 - Heat - Windmakers have been received and are set up. Let Irene know by the next meeting how they are working 3. Vehicle Traffic - The solution to the problem seems to be working out well. There has been a lot of complaining, but done by a certain group. Bobby Sowders and Frank Kaspar says it looks like it is working satisfactorily. Delete from the agenda. 4. Lights on Overhead Cranes in Potrooms - Earl Colley has talked to Jack Kennemer and he has bought two mercury vapor lights. We need a resistor that has been promised in two weeks. This should solve the glare problem. We have purchased two for testing and will get more later if this works out. 5. Pipe - R-25A - Signs have not been hung. Irene will check with Veits and find out status. 6. Inspection of Welding Hose - Bobby Sowders has talked to H. and Ted Dunn. Ship for this time, but leave on the agenda. 7. R-45 Roof - Tanks 1, 2 and 3 - Jack McClain requested that thickness measurements be taken. Should be no further problem. Delete from the agenda. 8. R-30 - Units 1, 2, 3, 4 and 5 - Platforms for Operator to stand on while working. Jack McClain wants to go through the issues with John Ramos and Bobbv Sowders. Leave o the agenda. ARCH 000711 9. R-35 - Press Floor Cranes - Problem solved - Delete from the agenda. 2. 10. Plug Valves In the Paste Plant - Earl Colley stated that when we blow the lines down, we will in the future do it twice with two men. With two men you can tell whether or not it is drained. We will also double check all the valves. This has been taken care of. Delete from the agenda. 11. Raising 2-Ton Overhead Holst on Top of R-25 - H stated that we have an EWO, but do not have a schedule on the installation. Shop order has been taken out. H wants to get with Alex to review what we are going to do. Wants to make sure we are nc creating other problems. 12. R-33 Piping - Jack McClain indicated that he talked to Jerry Viets. We cannot do what we first talked about. He is generally familiar with it, but has not looked at it specifically. Bobby, Jack and Dan--along with a pipefitter--will go down and look it over. Leave on the agenda. 13. R-84 - Platform at top of R-82 - No. 2 Elevator. Working on the project and will take a little time to finish. Delete from the agenda. 14. Spraying M osouitoes in Showers - Delete from the Agenda. 15. Carbon Tet - Delete from the agenda. 16. Hooks on Cranes - E. B. Colley stated we have made studies and we have installed a different type of hook. We have installed a test and if it works, we will put it on all cranes. Bobby Sowders and Irene will look at it and report at the next meeting. 17. Trackmobile - Blue Flag - Delete from the agenda. 18. Cranes - . Donovan stated that some of the guys were working under a crane and the boom was swaying in the breeze. H stated that we normally tie the boom off to the nearest building and only lower them in a high wind. He further stated we would get a rule to take care of this. Delete from the agenda. NEW BUSINESS 19. Barricades - Ted Matocha said that a contractor had moved one of his barricades. Commercial moved a dump truck and backhoe in and he was fearful that they would become entangled in his hoses. H stated that he would get with the engineer in charge and put a stop to this. Delete from the agenda. 20. Starters - Bobby Sowders presented a safety recommendation whereby some consideration should be given to elevating motor starters between thickener tanks F-8 and F-9. Everytime they have an overflow of liquid, it runs into the motor starterf thus motor leads are sitting in liquid. If the insulation on these leads doesn't hold, it can cause phases to go together which can flow starter doors out of hinges. Jack McClain stated it is going to be fixed but need a little time. ARCH 00071? 3. 21. Ladders - A recommendation was presented by Bobby Sowders to move ladders for thickener tanks on the road between thickener and washer tanks. Ladders are sticking out over the road--especially the one on south side of tank F-5. Jack McClain said we would have to figure out how we want to move them. 22. Lunchroom - Alex Lopez stated the janitors request a lunch room at R-146. He talked to Peggy Gayle and she said that Bobby Sheppard wants them to eat In whatever area they finish their work. The machine shop has 65 people in one group and 55 in another--two eating periods. They do not have room for 12 people. Presently, the janitors are eating inside the shower house. We have some women janitors and they have to eat outside since men are changing clothes and they cannot go inside. Alex requests a small lunchroom to accommodate this group. Irene stated that the ladies should eat in their own shower. R. E. Podhora and Dr. Schaller are on the lunchroom committee and they will put this data together to estbalish a lunch room policy. 23. Toaster Oven - R-45 - Alex Lopez stated that the small toaster oven on top of R-45 not sufficient to heat lunches. Jack McClain stated he would purchase an oven to heat lunches. R. E. Podhora stated there is also an area in Smelting where they have no way to heat lunches. No tables and the P. A. cannot be heard in one of the lunchrooms. Earl Colley said he would take tare of that. 24. Lights at R-148 - Machine Shop - We have received complaints for about two years about the lighting in the machine shop. When a test is made with a light meter, it shows the lighting is "good" but you cannot see. Bobby Sowders was down there and they were building a machine and in order to be able to see, they turned the overhead lights off and opened the door to get the outside light. This is not a good situation. Irene stated that Troy stated that each machine will have a light right at the machine and this is a temporary solution. Will look at it with Leroy Hiller to get some recommendations and report on it at the next meeting. 25. Outside lights around the Smelting Powerhouse - Bobby Sowders stated that there are some lights outside the powerhouse that are not working. We need to get these fixed--especially around the gauge glasses on the boilers and where the attendant has to check on operating equipment. Water fountain in Bldg. 11 and 63 not working. Irene stated that she will get with Sam Devall and check into this. ARCH 000713
