Bobby Craft, Acting Director, Division of Surveillance, Hsserd Evaluationa and Meld Studiaa, KIOSK welcomed the attendee, fir. Craft stated that the purpoaee of the aoeting were (1) to review the data available concerning to* fiber exposure during brake and dutch servicing (2) to explore the research potential for further epidemiological studlea aechtniee and tha elgnificance of euoh atvdlea with reapoct to ** etiology (3) to dlacuaa what farther couraa(a) of action NICER should taka to aeaura alnlnua aebtstoa expoouraa to garage workers. He then asked Dr. Irving Sellkoff to auaaarlse currant knowledge concerning asbestos exposures to garaga aaehanlca and ralatad health affeeta. fir. Bellkoff briefly euaaarltod environmental and aadleal atudlsa con ducted with Local 239 of the United Auto Workers and tha Hew York Autoaobila Dealera Association. These studies deaoastrated peak sebastos fiber exposures of 0.3 to 35 flbers/cc ss determined by the standard OSHA phase contract counting method. Using electron microscopic tech niques, it was shown that 80 to 99Z of the fibers were shorter than 5 j in length. Medical examination* of 93 brako repair workers with 10-40 ' years of exposure demonstrated a substantial number with x-rey end pul monary function abnotaalitles. Sr. Sellkoff estimated that more than one million workers are potentially exposed to friction produet wear dusts. Ho also prssentad date showing that in 1920 there were approxi mately night million vehicle* on the roads; however, in 1974 this "-- W 008183 PRODUCED BY FORD DEFENDANTS EXHIBIT F/GM /C GEN 55 imo Increased to spproxiastely 130 million. gra,. Penney, presented data concerning asbestos flier xpoauraa la 360 facilities operated by J.C. Penney. Mr. Self Indicated that, using a solvent: washing technique, a aero fiber exposure (phase contrast counts) could be obtained. Small exposures could be detected with sloppy work practices. Ms indicated that esapling of the anbient air outside of the garage facility was dons to obtain background levels. John Dement of NZ05H presented preliminary data concerning tlme-weightedaversge asbestos to garage brake mechsnles. These deta shewed time- waighted-everage exposures to be generally below 0.2 flbare/cc (phaaa contrast counts) even whan using compressed sir blowing techniques. However, exposures up to 10 fibere/cc were obeatved in one facility grinding new linings. Be indicated the need to taka three exposures into account when defining a population for an epidemiologic study. Hr. Dement also indicated that HIOSX electron microscopic studies of brake wear duets demonstrated most fibers to be less than 0.S pm in _ length. Mr. Dement requested data from attendees concerning present ~ and past use of new lining grinding methods. Messrs. Jacoby and Thacker, Dslco-Moraiae, indicated that radius grind ing in the garage should no longer ba a eoamoa practice. Moat manu facturers are presently "crown grinding" raw linings thus elininstisg this prsctlcs in garsgas. Dr. Sellkoff sddrtsstd tbs problaa of dsfinlng a cohort exposed only to short fibers. Ha suggested tbs possibility of choosing garages in approximately six large cities for study. Urge shop espioysss, sunlcipal employees and t*xj float workers could provide e large and scablo work fosse. In addition to medical studies of garage employees, Dr, Ssllkoff suggested studies of tha mineralogy of wear dusts, studies of worker asbestos lung burden end animal inhalation experiments. John Marsh indicated that informing garage mechanics of the hazards associated with exposures to veer duets and associated work practice to minimise theca exposures is an enormous problem. Rsybostos-Manhattan le placing warning slips in brake lining boxas in addition publishing service manuals and various information pamphlets. ' Dr. Craft indicated concern that the H1D6H Alert Issued on August 8 1973. had not reached more garage mechanics and garaga operators. Dr. Craft suggested that HIOSH might consider publishing * booklet for garage work (brake rebuilding) through its small business task force. Dr. Sellkoff closed his remarks suggesting four areas of consideration by HIOSH. 1) HIOSH should request information on fzletion produet use including a secular history of brake manufacturing end formulations from industry. -3 - 008185 PRODUCED BYFORD 2) MZOSB ahould concimi* itud of tMuru to utn. a ." ^ rs ^ s ; S 's ^ s s E .r * * ahould *lco conduct a six month laaaiM H e itudv to l" 08" S r k S f ,h0Uld teatlaU4 d o p i n g approach* to ducat. expogad d MUt" f fot th*l t P a l p a t i o n in the neetin*. *?0S8 WOulJ saldar further reaearcb In tbls areT * r" ' CUtr*nt * * * ' r e t i t i ad a b a ces All Attandeaa Sr. Pinkie* Ed Balar Sr. Wagoner Br.
