I think one of the issues might be that AT was working directly w SOL from the beginning, before the draft even came to 200. We "usually" go to SOL after 200, though nothing is totally set in stone.
Possibly a couple of process improvements in there, whenever we get a spare minute!

Yes. He has been developing the draft with SOL for quite a while. I asked him to finalize the document with your and Greg's comments. Thinking that you would not have time with your schedule to do this, so I created a dual process.
WO-210 is in the practice of doing all the staff work for this type of stuff and handing you a final polished version. We're not use to your position (you) editing drafts.
So we are still figuring our our process together. Next time I will make sure I fully understand what our task is before assigning it to my staff.

Matters To Be Considered: The Committee provides advice to the Assistant Secretary to assist in developing and maintaining spectrum management policies that enable the United States to maintain or strengthen its global leadership role in the introduction of communications technology, services, and innovation: thus expanding the economy, adding jobs, and increasing international trade, while at the same time providing for the expansion of existing technologies and supporting the country's homeland security, national defense, and other critical needs of government missions.
