Box 1428, Grand Island, NE 68802 Process: Agricultural Co-operative SUMMARY OF OBSERVATIONS A review of documents pertaining to the Agricultural Services facility at 205 S. 5th Street, Page, Nebraska (facility), and an inspection at that facilityboth with focus on Chemical Accident Prevention Provisions (Title 40 Code of Federal Regulations [CFR] Part 68)has not revealed preliminary findings. INTRODUCTION I, Heather K. Wood, Tetra Tech, Inc. (Tetra Tech), as a representative of U.S. Environmental Protection Agency (EPA) Region 7, inspected the facility, on September 20, 2023. On September 15, 2023, I had telephoned and left a message for Mr. Eric Maple to notify him of an inspection planned for the week of September 18. I called again on September 18 to verify the inspection date and time. The intent of the inspection was to determine if the facility complies with Section 112(r) of the Clean Air Act (CAA), as amended in 1990. EPAs regulations describing implementation of this law are included in 40 CFR 68 (CAA). All attachments cited in this inspection report (Attachments 1 through 4) are also in a folder on the accompanying compact disc (CD). Folder numbers on the CD correspond to attachment numbers. As an example, Attachment #2 is in Folder #2. The CD contains a copy of this inspection report, photographs taken during the inspection, and completed forms. Copies of forms completed during the inspection are in Attachment 1. HISTORY OF BUSINESS The facility is an agricultural cooperative that stores and distributes dry fertilizer, liquid fertilizer, liquid herbicide, and other agricultural chemicals. The 2022 Tier II report submitted by the facility is included as Attachment 2 and documents chemicals currently stored at the facility. The facility has been the location of agricultural chemical distribution for at least 30 years. Yard Manager, Agricultural Services OPENING CONFERENCE I arrived at the facility at 205 S. 5th Street, Page, Nebraska, on March 16, 2023, at approximately 8:15 a.m. I explained that I was conducting the inspection under authority of the CAAs Chemical Accident Prevention Provisions. I explained that I would need to conduct a walkthrough of the facility, taking photographs. I also stated that after completing the walk-through, I would review applicable documents. I then filled out a Notice of Inspection Form (Attachment 1), and explained that the inspection was for enforcement purposes and that enforcement actions could result from the inspection. Mr. Maple signed the Notice of Inspection Form. Mr. Maple and Mr. Cronk said that the facility no longer stores or distributes anhydrous ammonia. They said that the 18,000-gallon and 12,000-gallon anhydrous storage tanks had been purchased by a farmer in late 2021 and removed from the property in early 2022. Mr. Maple provided a copy of the email from EPA (dated July 20, 2022) confirming that the tanks had been deregistered (Attachment 3). After the inspection, I reviewed aerial photographs of the facility and confirmed that the ammonia tanks had been removed between September 2020 and September 2022. During the inspection, I confirmed that the ammonia tanks and equipment were no longer present at the site. CLOSING CONFERENCE At the end of the inspection, I reviewed my observations and the preliminary findings with Mr. Maple and Mr. Cronk. I explained that additional findings could be identified during postinspection review. I provided the Confidentiality Notice and the completed Receipt for Samples and Documents form, which Mr. Maple signed (Attachment 1). The facility did not make a claim of confidentiality. Photographs I took during the walk-through are in the photographic log in Attachment 4 and in Folder 4 of the CD. I departed the facility around 9:05 a.m. on September 20, 2023. This report concludes my inspection activities regarding the Agricultural Services facility in Page, Nebraska.
