This report is based on information supplied by the facility representatives, inspector observations, portrelated facilities, and records, including photographs taken, verbal or written statements made during or after the on-site inspection, and/or materials shown, demonstrated, or submitted to the Environmental Protection Agency (EPA) during or after the on-site inspection. In addition, information gathered prior to or after the inspection from a review of EPA, State, and public records may be included in this report. Area of Concern No SECTION II - OBSERVATIONS Facility: Kens Vacuum Truck Service Section: 2.1 Date: 6/26/25, 12:30 PM Contains AOC: No Contains CBI: No I I Lead Inspector: Vince Damiano Attendees: Stephen McKinney (Owner) and Seth Pickett (Manager) Kens, located in Harlingen, TX, operates as a transporter for grease trap waste, septic waste, and nonhazardous wastewater. Kens collects the liquid waste from customers and brings it directly for disposal or recycling. Kens has two vacuum trucks used to conduct operations; one is 4,000 gallons in capacity and the other is 4,200 gallons in capacity. Mr. McKinney stated that Kens does not transport hazardous waste or used oil. The only used oil Kens may generate results from maintenance on the trucks or equipment, which is brought to a local autobody shop for recycling. Kens is registered with the EPA as a hazardous waste transporter under the EPA ID TXR000086416. After the opening conference, the inspection team did not observe any operations, as all business is conducted off-site and there was no used oil stored at this location. The inspection team did not observe any areas of concern (AOCs) at the time of the inspection. However, further EPA review may change or add to their potential AOCs. A closing conference was conducted at approximately 1:00 PM with Kens personnel. SECTION III - RECORDS REVIEW No RCRA-regulated records were reviewed during this focused on-site inspection.
