yard which extends from
the driveway approximately
25 to 35 feet into the
backyard.
Young's resi
dence has two entrances
that lead into his home.
The first is located in
the front with a cement
sidewalk leading up to
this door. The second is
approximately three quart
ers down the cement drive
way which leads to the
side of the residence
which faces south.

of these entrances have
attached screen doors.
Also residing with the
subject is his wife Susan
and two sons Keith and
Scott.

a 1977 white Ford Thunderbird bearing Illinois li cense plates CY 9643 which expire in June, 1984. This Thuderbird is formal ly registered to a Steven Young. Noteworthy is that the license plates CY 9643 Were origanlly registered to a 1973 Chrysler, expir ing on June, of 1982 and prior to that on a 1973 Oldsmobile expiring in June, 1983. The subject is also believed to own a white and brown pop-up trailer camper, brand name unknown which is situated in driveway. How ever, the license plates where obstructed from the Investigator's view and (there is no formal record of registration for this trailer.)

At 7:30 a.m. Wednesday June 13, 1984 Metro Probe Invest igator K embarked on a surveillance of the subjects residence located on 118 Dawn Avenue in Rockford, Illinois. Upon arri val it was immediately noted that a white Ford Thunderbird

with a tan roof bearing Illinois license plates CY 9643 was parked on the cement driveway. In front of the Thuderbird was a white and brown pop-up trailer camper. It was also ob served at this time that the subjects lawn appeared to have been cut approximately 4 to 5 days ago, that is in comparision to the adjoining neighbor's lawns. In addition, it was noted that the subject's mailbox was located east of the re sidence across Dawn Avenue, furthermore, it is the last mail box to the left of three. However at the time of surveillance the mail did not appear to have been delivered, therefore, it could not be determined when the mail usually arrives. At 8:30 a.m. Investigator K departed the residence to initiate inquiries on the subject.

At 9:30 a.m. Investigator K resumed his surveillance of
the
residence. However, between the hours of 9:30 and
12:30 p.m. the only activity observed was limted to the sub
ject's neighbors. Nevertheless, at 12:37 p.m. the subject's
wife was observed exiting her home. She appeared to be ap
proximately 35 years of age, 5'10" tall, 145 pounds, with
blond hair tied back in a pony tail. The subject's wife was
attired in blue shorts and a red blouse.
In addition, a
small boy was also sighted exiting the house with the sub
ject's wife. This small boy was clad in red shorts with
white stripes, a blue shirt and tennis shoes. The small boy
appeard to be approximately 12 years old, 4'0" 90 pounds with
short neatly cut brown hair.
At this time the subject's wife was viewed standing on the side entrance porch while the small boy walked across the street to the mailbox, after opening the mailbox and dis covering that there was no mail, the subject returned to his mother and both individuals returned inside at 12:39 p.m.
No further activity was sighted in the neighborhood again until 1: 21 p.m. when two people were seen entering the subject's residence. The first individual was a white, male approximately 16 years of age 5*8" tall 125 pounds with black shoulder length hair, dressed in black pants and a blue and white checked shirt and tennis shoes. The second person was a dark skinned female approximately 15 years of age, 5'7" tall, 105 pounds with black shoulder length hair, this female was attired in white pants and a pink blouse.
A few minutes later at 1:24 p.m., :

white male, approximately 35 years of age 5'10" tall and 165
pounds with short neatly trimmed brown hair.

attired in light green shorts and a red short sleeve T-shirt
and tennis shoes. The subject departed from his residence at
T: 25 p.m. with Investigator K in pursuit.
The subject
traveled two blocks to a "Site Food Mart/Gas Station" located
on South Alpine Road and Business Route 20 in Rockford,
Illinois. There the subject was observed purchasing an un
known amount of gasoline and then shortly thereafter departed
the gas station.
Young then proceeded to drive to the
Bearing Headquarters Company which is located at 1919
Harrison Avenue in Rockford. Upon the subject's arrival at
this establishment at 1:28 p.m. the subject parked his veh
icle behind the building for approximately 2 minutes while
entering the Company's warehouse. At 1: 30 p.m. the subject
then departed from the warehouse and returned to his home at
1:49 p.m. Note: that while the subject was driving his veh
icle he was observed numerous times by Investigator K to be
smoking cigarettes, which were in the subject's left hand.
After monitoring the
_ residence for the previous
hour and with activity mounting in the neighborhood. Invest
igator K temporarily terminated his surveillance at 2:45 p.m.
so as not to raise the suspicion of curious neighbors.
At 4:18 p.m. Investigator K returned to the subject's
residence and continued the surveillance. Immediately noted
upon arrival, was the subject and his wife along with the
dark skinned female departing from the
residence in the
subject's white Thunderbird.
The subject and two female
companions drove to the Village Mall, located on South Alpine
Road in Rockford. The subject and the two women arrived at
4:23 p.m. and entered Bergner's (Department Store) for ten
minutes. At 4:33 p.m. the subject and his companions where
observed leaving Bergners and entered the subject's vehicle
and then proceeded to drive South on Alpine Road.
Note:
While the subject and two female individuals where in the
store Investigator K proceeded to obtain a closer look at

vehicle. Upon a closer inspection it was observed
that a 1983 Rockford township sticker was on the vehicles
passenger side windshield and two Farmers Insurance sticker's
were on both the front and rear bumpers.
At 4:33 p.m. Investigator K continued to follow the sub ject and his passengers to a residence on 11th Street, at which time the subject exited his vehicle and loaded a red Weber barbeque grill into the trunk of his car. Be advised the subject was observed lifting the grill into his trunk

and at that time, he did not appear to show any signs of dif ficulty or pain conducting that task. In addition the sub ject was observed squatting down behind his vehicle to tie down the trunk and during this exercise did not show signs of difficulty or discomfort.
At 4: 49 p.m.
and his wife and the dark skinned fe
male departed from the residence on 11th Street and continued
East bound on that street. However, due to heavy vehicle
traffic, a mobile surveillance could not be maintained.
Therefore, Investigator K then returned to the '
resi
dence, in anticipation of their arrival. At 5:38 p.m the
subject returned to 118 Dawn Avenue in Rockford with the
Weber Grill still resting in the subject's trunk. In addi-
tion the subject was observed carrying brown grocery bags
from his car into his house. Note: that the subject was
viewed taking the red grill out of his vehicle's trunk and
also a large red and white bag of charcoal (Kingsford). At
that time the subject did not apear to show signs of diffi
culty or pain while lifting either of these two objects and
at 5: 50 p.m. the subject was observed entering his home.

Investigator K, in the interim, maintained a vigil for the ,next one hour period. Nevertheless, the subject did not return outside again and the surveillance was thus termi nated .
