DIRECTOR ; '* Recently 1 talked with a geo~che*l t tram a prominent Western University And be remarked that In bit opinion lead abould be completely eliminated from present day life, lead should not be mined, smelted or processed. There should te no lead used whatsoever. This man Is sincere. And listened / to. His Influence extends throughout the world. Let me five you a few-examples. The Swedish Academy of Sciences has recommended to Its government that lead should be eliminated from gasoline In Sweden at coca and that no more lead should be mined or processed in Sweden. The Director of the Argonne Rational Laboratory recently said In Chicago "Each of us is suffering frem lead poisoning due to inhalation of gasoline fumes. It Is nonsense to protest that it is harmless we Just don't know and it Is a difficult scientific problem to find out. It has been pointed out that in only a few years time there will be no human being who is free from lead po1 or. 1 ng -- that is, we will no locker have a standard of reference.' President Johnson In his January message to Corgress on air pollution was a little more temperate. *... when exhaust fumes are sufficiently concen trated , seme fuel additives are known to be detrimental to health__ Ve simply do not know what public health price we are paying far the economic benefits we gain frem fuel additives.' There it much more that I could say and quote along these same lines, but I think the foregoing Illustrate quite well the fact that our industry Is now, and will be in the foreseeable future, facing a most serious challenge. The challenge of pollution; the challenge that Is being directed against all Industry and Industrial producta and must be met. Vhat are we dolt* to meet this challenge? What should we be doing? Let's look a little bit ahead and assess toe outlook and future proapects. Certainly It 1* present in sir and water (as are almoet all of the other chemical element* that go to make up our universe) but In extremely small amount*. Lead is also present In our environment every where but In small and harmless amounts. Ve found area* wbsre our knowledg* Is Incomplete. Of course, oo one knows everything. And our Lead Liaison Ccamlttee baa already agreed that we need to know Bore about the lead content of the air and of the U.8. population, so we hsve activated a Sub-Ccaalttee on Surveillance of Population lead Levels to plan and carry out further studies similar to the Three Cities Survey. Sow let me conclude our account of what we are presently doing, with a brief Bent ion of the research under ILZBO's sponsorship. This Is not the time and place for any detailed and complete discus a loo of HZXO projects, but let me say that, so general, we have planned research in areas where there are gaps In our knowledge. Major effort is being placed on buaan ex posure to low levels of lead In air, tracing lead frca auto exhaust Into soil and plants and possible loeg term effects of low level exposures to aniaal life. All of this requires a considerable aaount of money and we hare scxjght and obtained contributions from the tetraethyl lead manufacturers, the Aaerlcan Petroleum Institute, Public Health Service and U.S. Potters Association to a total authorized expenditure of over $600,000.00 for 1967. rtnally we ccac to what we can do and should be doing to Beet this moat serious challenge. Obviously we saust see that the facts are made known widely and to those who are asking the decisions, for the facta are In our favor, and when such individuals as the Director of the Argonne Laboratory says that we are all being poisoned by lead fumes. It means tnat we have not Bads the beat use of the facta. Another example of our Industry's failure t get Its story across was revealed In a pilot opinion survey aade for us. A scientific staple of representative population groups In the country was questioned about several aaterlals that aay occur in the environment. An analysis of the answers obtained showed that more people In this country are aware of the harmful effects of too nuch lead than know anything of lead's uses end advantage*. Seventeen per cent of those questioned thought that the major use of lead is In pencils. Only 8% naaed batteries as a use of lesd vhile said that lead la a harmful suiterlal. It teeas to me that every one of ua aust becca* Involved in a positive effort in behalf of representing the value of lead to modsrn society and In getting a wide spread distribution of the facts about lead In our environment. Possibly the most serious aspect of our challenge today results from activities of the local units of government -- the states and cities -- through the hasty passage and implementing of pollution control lavs. There It ao question thst sucb laws are needed and that they are going to be pasted. However, lead-acid haa been relegated a^ewbat to the poiltioo of the infamous "brand X" in sort of the "blue sky" magazine and ncvtpeper itoriea. In one aenae thla could be construed as good - at least not all bad - for it proves that lead-acid does exist outside the test tube, as opposed to aoet of the exotics. Another plus factor in all the publicity is its' contribution to the tremendous escalation in interest in our campaign for motive power batteries which, you will remember was actively launched in 1963* In this short period we have seen a wide awakening on the part of the electric utilities to the potential of the electric industrial vehicle. It is safe to say that prior to our program these potential allies had no knowledge of the subject - in fact, they couldn't recognise an electric truck over any other. To illustrate the change taking place in utility attitude, please note this one-minute ccsaaerclal that one caapaiy is using on their TV weather ehov. (Run color film.) The past year saw truck shows, or rodeos, in six major cities trrm Boston to Seattle. In fact, a show sponsored by northern States Power Ccepaiqr in Minneapolis has Just won the top award for industrial sales promotion activity offered each year by the Edison Electric Institute, the trade group for the privately owned utilities in the U.8. He were pleased to have instigated these affairs as well as having assist ed with format details and soliciting participation from the manufacturers of trucks and batteriec; but there was another, more significant development that began to show premise. This is the growing tendency of sene utilities to in stall a program of battery sales campaigning, via the in-plant truck, in their permanent long range planning. Most notable among these is the Commonwealth Edisao Company here in Chicago. This company now has an annual action program, with operating funds budgeted, covering market potential, sales and product training, and aales incentives. This comprehensive plan involves about 1J0 industrial sales engineers who are calling on customers every day, and they now include in their portfolio the subject of battery powered in-plant vehicles. Their initial sales reporting period covering 9 months shows total sales of electric trucks in the Chicago area to be 608 units. Ho attempt is made as yet to indicate what portion of the total this represents, but a basis for future data is thus being established. To this end ve are now engaged in close negotiations with the Manufacturer* of lift trucks and batteries to formulate a packaged progras to take to the electric utility industry, with the expectations of lsplesentlng it in every Major ccepany in the country. He have every reason to believe that they will welease such e progras, if it is veil done and indicates positive results. A tentative proposal now calls for the package-literature, files, teaching steps. Market data etc. to be designed and furnished by the Manufacturers of equipsent, and Installation procedures into the utility industry to be provided by UA. In conclusion I would like to refer briefly to ease significant data that should be of interest to ycu. Since 1963, the year that ve activated our caa- paign for Motive power batteries, lead tonnage figures for industrial battery use have grown by alsiost free about 40,000 tons to alsost 60,000 tool, last year the total increased by More than 15< over the previous year. Both of these figures More then doubled the rate of growth of groea national product for the sene periods. Even so, our Most optiaistlc estimates indicate that the battery powered lift truck as yet enjoys only 30% of the total of the industrial truck pop ulation, so I hope that you will agree that the challenge Is still before us. As the chairman Indicated, though, it case as a surprise that such a rel atively saall amount of money -- $175,000 -- has been earmarked far lead er id in the digest of 8000 or 90 such projects which has been represented as the total of all Federal effort through outside research contractors. It Is natural, when ywi think of It, to expect that stoat of the money -- which, by the way. Is the only gag* conveniently available to us In the public docvjeenta and nay or aay not be a true reflection of the worth of the effort -- it's natural to expect that sost of this money will be put where "new* Is the magic word. For ooe thing, If the premise of new battery systems hasn't been proven, it hasn't been disproven, either. For another, put yourself In the shoes of a contract research organisation: Which would you choose to work on -- a system that's never been seriously tried with a potential payoff of 600 wstt-houre per pound, or to be the tail-end Charlie of more than a century of work by ccmpetent workers and. In scsse cases, giants of science -- Kdlson, for one -- who have tried to eke another watt-hour out of lead-acldt Ve don't have much going for us. | Ve have furnished technical Information to researchers looking at batteries as pewer sources. In one phone call, Corj-el Baker of our staff sipplled a "Perfect Squelch". A learned researcher had phoned long distance to Inquire why a lithlta silver battery could operate at 39 P*r cent of theoretical efficiency and Ford's sodlim sulfur battery ves being touted ae 25 to 50 per cent efficient while lead-acid batteries only attained 4 to 13 per cent of theoretical output, (these arc published figures. Incidentally) Bake replied, "Tell me, where would you buy a llthlim ellver battery or a eodltm sulfur battery?" And this Is very much the crux of the situation. Personally, I do not doubt the premise of acme of these eystos but they are, after all, gadgets in a lab- oratory and nobody Is able to talk about their cost, much less shelf life, maintenance coets, ete. But for the very reason that they are unexplored, they are going to be attractive to reeearchers and are going to demand the major part of battery research effort from public funds. ' What Is the relative effort being made by type of battery? The attached table shows, the total or Federal projects -- 75 of them that we could Mnd -- which deal with a battery or something like a battery. It Includes an item for Xxotlc batteries at |9-5 million. But it would seem to be evident that somebody needs to Inject a modicum of realism Into ths enthusiasm for new batteries. Certsdnly enthusla Is natural when new discoveries hold out such promise, but It does appear that has threatened to go beyond the bounds of what Is reasonable both In terms of t public research effort and the public's picture of what may be expected. X hsve no elide to illustrate visually, but sufflcs it to say all these systems, Methsr KIT, Albany or Tost Panal are not new to the world--only to roofing aystems end are based on the same fundamental: All of them Involve positive restraint of load sheet within maall panal areas. This does not moan loots lock Joints; every one of these Jobe ms lead burned. It does mean that mechanical restraint of the lead. In coeblnatlon with an alloy Mich Increases the yield point, has reduced expansion to an easily manageable fraction.
