Bulletin No. 6 is the first in which we can give you some evidence of specific progress. Attachment 1 is a reproduction of a teletype message from Hill & Knowlton in San Francisco (our P.R. advisers), covering a very specific report in the San Francisco Chronicle on May 21, indicating that the California Air Resources Board is "going to take another look." You will wish to read this carefully. The CARB is not the California Assembly, but, it has in the past had large influence. I can not predict whether this ARB decision will have any effect on the passage or amendment of AB-79, the bill which was discussed at length in hearings on Thursday, May 14. This encouraging development must not be permitted to diminish the intensity of our collective effort. The second attachment is a copy of my testimony at Sacramento on the 14th, to which is stapled an excellent "Summary" as it appeared in MOTOR TREND from a favorable view point.
