October 27, 1933 Dear Dr. Kehoe: Confirming our conversation regarding procedure we have instituted for our notification of any damage or leak in our packages or tank cars while enroute to our customers, I am outlining herewith the arrangements that have been in effect for several years. Bach drum and tank car that is shipped from the plant contains conspicuous placards stating that in case of leaks or damage, the material is to be set aside and communication by wire is to be made with ourselves at Wilmington, Delaware. In turn, we ha.re a standing arrangement with the Postal Telegraph office and the Western Union office at Wilmington, and have listed with them names, addresses and telephone numbers of parties who are to be notified in case they receive a message regarding such conditions. We have supplied them with a sufficient number of responsible employees* names that there is every assurance that at least one of them can be located. Ho t /ever, to be absolutely sure that some communication can be secured, we have also listed the duPont Dye Works Telephone Exchange, which, of course, operates on the 24-hour daily basis, seven days per week. In turn the Dye Works Exchange has been furnished with a list of persons with whom they can get in touch. Accordingly, I feel that every precaution has been taken to handle emergency measures expedi tiously. I might add that all of the persons named in these lists are fully acquainted with conditions regarding handling Fluid and have also been instructed how to take care of leaks or wrecks that might occur at a distance impractical to reach immediately from the plant. They have all been furnished with names and communicating addresses of the District Managers with vfoom they can get in touch immediately. With regard to drum-truck and tank-?truck shipments, all drivers have been instructed as to the nature of the material, what to do in an emergency condition and with whom to communicate. We have had several instances in the past where emergency measures have had to be taken and v/e have found that our set-up functions smoothly and satisfactorily, and I have every assurance that if anything of a serious nature should occur in the future full measures have been provided to minimize public risks and hazards.
