This is in response to your letters of 10/1/93 and 11/17/93 forwarding billings in the above matter presumably related to Mr.
s treatment in connection with the alleged exposure to paint fumes.
We have reviewed the bills submitted in connection with the subpoenaed records from Dr. Hutchison's office. It does appear that these bills conform to his records and analysis while in the process of attempting to determine the basis of Mr. complaints. Accordingly, we believe that these bills would probably be related to treatment for the accepted injury, and should be paid as appropriate, although we would add some qualifications to that recommendation.
The qualifications would be that we would recommend that you
contact Dr. Kim asking him to submit medical reports justifying
his bills. Apparently, Dr. Kira was the private physician who
treats
the early stages of his symptoms; and, from
that point forward, it was determined that further exploration
should be done on an industrial basis. Accordingly, Dr. Kim
should provide you with records and reports covering his
evaluations.
One additional recommendation we would make would be to write to Dr. Hutchison asking him for a final report stating that the applicant has recovered from any possible industrial exposure,

has no permanent disability, and has no need for further medical care. With a report such as that in hand, we would be in a better position to move to the Workers' compensation Appeals Board to get this matter either resolved or dismissed.
We are returning the original copies of the billings herewith; and, we do note that some of the documents are duplications.
