Employee identification in the file is wholly non-dis'closable under Exemption 7 of the Freedom of Information Act and Depart mental regulations at 20 CFR 70.27. Exemption 7 recognizes the need of the government to protect sources of information and to preserve the ability of the government to conduct future investigations. With regard to deleted information, my decision that it is not disclosable may be appealed in writing within 90 days of the date of this letter to the Solicitor of Labor, United States Department of Labor, Washington, D. C. 20210. Any such appeal should state in writing the grounds for appeal together with supporting statements and arguments.
