Mr. Kirk Brown, Trekker Energy Services, was present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. Mr. Micheal Young, Inspector Supervisor, with ADEQ - Office of Water Quality - Compliance Branch, was present at the time of the inspection. FACILITY DESCRIPTION EPA conducted a follow-up inspection on the MidAmerica Environmental Holdings, LLC / Hutcheson B-2 SWD Commercial facility, which contains seven (7) storage tanks, two (2) frac tanks, and one (1) saltwater disposal (SWD) well. Google Earth image date 11/23/2019. 2 MidAmerica Environmental Holdings, LLC / Hutcheson B-2 SWD Commercial (ARU002246 / CWA) Inspection Date 05/22/2024 Section II - OBSERVATIONS I observed the facility sign, secondary containment, pipes and valves, and storage tanks located at the facility; see Appendix 1 (Photograph Log), Photo No. 1 and No. 2. For additional GPS location and photo metadata, see Appendix 1. I observed two (2) frac tanks used for storage outside secondary containment. The frac tanks were marked with "NIU" for "not in use." Mr. Kirk Brown stated that the frac tanks had been emptied. See Photo No. 3. I observed a pipe without a cap connected to the two (2) frac tanks in Photo No. 3. See Photo No. 4. I observed the pump and sump area used for transferring wastes to the tanks in the tank battery. See Photo No. 5. I observed the tanks, inside secondary containment, manifolded to each other. See Photo No. 6. I observed an area, inside secondary containment, where crude oil had been covered by gravel substrate. See Photo No. 7. I observed the pump for the Saltwater Disposal (SWD) commercial well with staining on the ground. The SWD well (not pictured) was noted outside secondary containment. See Photo No. 8. Section III - AREAS OF CONCERN A closing conference was held with Mr. Kirk Brown, Trekker Energy Services, during the inspection. Areas of concern at the time of the inspection include: A connector pipe without a cap for the two (2) frac tanks outside secondary containment, The tanks inside secondary containment manifolded together, Residual spills covered with loose gravel, Residual spills around the pump for the SWD commercial well, The erodible soils behind the secondary containment and drainpipe. Section IV - FOLLOW UP Inspector will conduct follow-up phone calls with the company representative(s) over the coming weeks and months to ensure areas of concern are properly addressed.
