RECEIVED DEC 1 5 1980 Chemical Manufacturers Association VINYL CHLORIDE PROGRAM PANEL PHASE VIII COMMITMENT On November 14,1980, an ad hoc group of vinyl chloride industry representatives approved with some modifications, a proposal by Environmental Health Associates (EHA) to update an epidemio logical study of vinyl chloride workers (per attached minutes). A $300,000 budget is projected for completion of the study. This includes: EHA cost estimate per proposal $200,000 EHA anticipated 10% increase in labor costs (1981) 20,000 CMA program administration 35,000 (includes preparatory work) ' Contingency fund ___ 4 5,000 $300,000 Funding for the study will be done on a pro-rated basis with participating companies contributing according to their per centage of total VCM name plate capacity plus PVC name plate capacity and other uses for the year 1979. It is estimated that the total VCM/PVC figure for 1979 is approximately 15.5 billion pounds. Accordingly, of the $300,000, my company's pro-rata share is 10 ___%, based on 1550pounds of the total production capacity as indicated below: VCM Capacity: 1550 LBS PVC and other usesCapacity: 0 ________ The study will proceed if two-thirds of the vinyl chloride industry are committed to the project. Individual assessments will vary according to percent participation. It is anticipated that all major manufacturers of VCM/PVC will support the study; therefore/ the 15.5 billion figure can be used as a reasonable denominator for estimating your commitment. You will be notified of the actual figure and billed accordingly when all commitments have been received. Companies, not presently in the vinyl chloride market^ are asked to commit plant resources toward providing data on their workers in the original cohort.
