SEMIANNUAL REPORT SEPTEMBER 1, 1980 THROUGH FEBRUARY 28, 1981 CONOCO CHEMICALS COMPANY CHEMICAL PLANT ABERDEEN, MISSISSIPPI 61.70 (c) (1) No emissions from the control device (incinerator) exceeded 10 ppm vinyl chloride averaged over any hour period (commencing on the hour) during this reporting period. Emission requirements of 1 61.61* (a) (2), (b), (c), (d) and I 61.65 (b) (1) (ii), (b) (5), (b) (6) (ii), (b) (9) (M) are met by collecting, containing, and incinerating vents from these areas prior to their release to the atmosphere. The exhaust gas from the incinerator is measured continuously with a Honeywell multi point gas chromotograph. The exhaust gas from the incinerator is also sampled periodically (grab sample) and analyzed for vinyl chloride using test Method 106. Results from these samples are given in Table I. 61.70 (c) (2) (i) The emission level prescribed in 61.64 (e) is attained by a stripping opera tion. The plant produces only one type of resin, that by the suspension process. The vinyl chloride content found in all samples required in I 61.70 (c) (2) (i), averaged over each calendar day and weighted according to the quantity of each grade of resin processed by the strippers that calendar day is given in Table II. 61.70 (c) (3) Compliance with 1 61.64 (a) (2) is attained by using standard operating pro cedures to strip the resin to less than 400 ppm vinyl chloride and to purge vinyl chloride from the reactor vapor space to meet the reactor opening loss requirement as described in Section VI of the Compliance Manual submitted to your office August 14, 1978.
