Noise contouring is certainly not necessary nor recommended on a routine basis. It should be done in the event of a process change or abatement work that could reasonably be expected to significantly change noise levels. Even only then the affected area can be done and the changes made on the overall contour. This data is needed to evaluate the effectiveness of noise control projects and document sign-posting or administrative exposure controls. 2. The contouring can be done by in-plant personnel assuming we can find the time. If limited areas are done, to document process changes or noise abatement, this would not be terribly time-consuming. If serious noise control problems occur, where an in-depth source analysis is necessary, outside contractors would be necessary. 3. The actual contour drawing can be done in Houston engineering. We have all the drawings from past Conoco surveys on file. We currently do not have a draftsman on staff. They use contract draftsmen on an as needed basis. A request would have to be made for the job through Jack Stoner's office. Who pays for that service would be a case-by-case decision. 4. For the Aberdeen plant, I recommend a routine dosimetry program. As always, you have two choices in achieving your monitoring needs. The "survey method", as Conoco did, where all monitoring is done over a short period of time, or routine sampling, as is done for VCM and lead. Both have their advantages. Considering current plant resources the dosimetry should be done on a routine basis. This would require the least equipment and least disruption of normal routines.
