Svoboda^ Subject: Legal Opinion of Proposed "Caution Label11 Wording' for Ford/Rotunda Asbestos Dust Vacuum Cleaner We have enclosed samples of two "caution11 labels proposed for use on a special asbestos dust vacuum cleaner developed by Doyle Vacuum Cleaner Company. The vacuum cleaner will be sold on an exclusive basis to Ford dealerships and Company locations through the Ford Parts and Service Division Rotunda Auto motive Equipment Program. It will bo usod by automotive mechanics to comply with QSItA regulations for the handling of asbestos dust during brake system servicing. Ford Industrial Hygiene tested the vacuum cleaner Tor external leakage. The results indicate that all of the air samples takon were within current QSHA TLV for asbestos. Industrial Hygiena advised Uint the vacuum cleaner tested. Model 7^5^75* "should be acceptable from a fiber (.missions standpoint for use in the cleaning of dust from brake or clutch assemblies". The QSHA regulations are specific about proper caution labeling with respect to the handling of asbestos. Doyle has developed the enclosed labels for review by Ford prior to product release. Do not use for wet recovery or other general cleaning which could damage the special dust filters. * Read instructions carefully before operation, maintenance or filter replacement. Do not operate without all filters installed and functioning properly. FILTER REPLACEMENT INSTRUCTIONS 1. Unlatch and remove power head. Inspect underside and filter cartridge for dust accumulation. (If dust is noted, follow DECONTAMINATION INSTRUCTIONS, wearing an approved dust respi rator.) 2. Remove'filter cartridge by unscrewing three wing nuts to release the holding straps and filter cartridge. Dispose of used filter in plastic bag. 3. Install new paper wrapper on new filter cartridge around the pleated filter. Peel off 'protective paper and press adhesive end to seal. _ k. Reinstall new filter cartridge on bottom of power head, replacing holding 'straps and tightening wing nuts securely. 5. Remove fabric filter assembly and inspect both sides for dust. (If dust is noted, follow DECONTAMINATION INSTRUCTIONS.) Check fabric for tears, snags or perforations that could leak. dust. Replace fabric if necessary. , 6. Inspect tank interior and paper bag for dust leakage. (If dust is noted, follow DECONTAMINATION INSTRUCTIONS.) 7. Tie off paper inlet tube of paper bag and remove from inlet elbow by rolling coil spring back. Remove and place paper bag in plastic bag. Tie plastic bag securely. The paper bag contains asbestos fibre dust that may be hazardous if inhaled. Avoid tearing. 8. "Expand" a new paper bag by holding the pleated edges at the center and gently pulling the pleats outward on both edges so that the bag is "puffed"' out. Insert the paper bag with the paper inlet tube in line with the elbow tube. 9. Open the end of the paper inlet tube, slip over the metal tube of the inlet elbow and roll the coiled spring forward, over the paper to a position between the two bead rings on the metal tube. 10, Reassemble fabric filter ring assembly and power head onto tank and close latches. Dispose of plastic bag containing used filters, properly.
