Laundrie Re: Proposed Louisiana Hazardous Air Pollutant Regulations Ladies and Gentlemen: The Environmental Protection Agency (EPA) is dele gating authority to the State of Louisiana to regulate hazardous air pollutants under the Clean.v-.Air.vAct. forking under a time deadline established by a 1982 state lav/, Louisiana issued proposed regulations which, in large part, follow existing federal regulations for hazardous air pollutants and vinyl chloride in particular. The Louisiana proposals were the subject of dis cussion at a meeting of the Manufacturing Technology Com mittee on March 24, 1933 in Houston. The Committee developed written comments at the meeting. Subsequently, the Committee met with staff members of the Louisiana Office of Environ mental Affairs in Baton Rouge on March 30. That meeting lasted approximately four hours and provided an opportunity to discuss our concerns with the proposed standard. After further revision in light of the meeting, the enclosed comments were submitted to the State of Louisiana. At this point, Louisiana will revise its earlier draft and will publish a new proposal in the April 20 Louisiana Register. That proposal will be reviewed by oversight com mittees in the Louisiana legislature. State environmental officials indicated that they hope to promulgate the April 20 proposed regulations without change in final form in order to meet the Louisiana statutory deadline of June 10, 1983 for issuing hazardous air pollutant regulations. In large part, it was this set of circumstances that necessitated prompt action by concerned Vinyl Institute members.
