I. PCB LEVEL IN SEWERS "Knowing PCB losses" measured from the department and the Incinerator area at 0.95 #/day average are within expected guideline from the EPA. July PCB losses measured at the Waste Treatment Plant Effluent continue at record low of 2 #/day average. Losses measured to the Treatment Plant continue down ward trend, and at 11 #/day approaches record low to be reached in near future. Aroclor sewer loss control data are attached. A. Aroclor Department -Continuous samples taken from main department effluent stream average O.67 #/day. Chlorlnators down about 30# of the time during periods when the C/S department could not take off-gas. Operated entire month without .air blowing. Department sewers In good condition. Amendment will be Included as permanent part of the process. B. Incinerator area - Measured losses averaged 0.28 #/day. The unit was down all month for repairs. During the month returned drums from customers are being emptied Into storage for subsequent incineration. C. Total Plant - The average daily loss measured at the Influent was 11 #/day. This value reflects background losses from the entire plant and village sewer system In addition to the knowing losses from the manufacturing department and the Incinerator area. Treatment Plant Effluent - The average dally loss measured at the effluent continues at record low of 2 #/day. Do not expect to see much lower values In near future. Record low concentrations of 20 ppb have been attained on several occasions during the month. II. PROJECT STATUS Estimate No. 5972 - "Modify Aroclor Sewer Facilities to Permit Sampling all Sewer Streams" - Design package prepared. III. PROPRAM STATUS Re Engman/Bratsch 4/24/72 1. HC1 Off-Gas A. Aroclor - C/S production being coordinated such that minimum 246 off-gas is sewered. Chlorlnators were down 305S during July when C/S department could not accept gas. B. PR & D completed additional laboratory off-gas scrubbing experiments to confirm a lower llquid/gas ratio possible In the scrubber design, and tests . were made to confirm calculated effect of recycle of scrubber liquor on scrubber efficiency. ' 2. Blow Tank Off-Gas The amendment to the process to eliminate the aeration process step will be included as a portion of the process. The criteria for acceptance was satisfied. Reduced PCB's to the department sewer stream will be realized. 3. Rip Track Washes Washed about 4 tank cars and 4 tank trailers during month. Estimate losses about 1-2 # per wash. No action taken to effect better separation In settling basin or to provide some type of filtration to get to 0.01 #/wash desired. Future work to be done. MONS 090359 Mr. J. R. Savage STATUS - PCB POLLUTION CONTROL PROGRAM III. PROGRAM STATUS (Cont'd) Prepared chronological history of actions taken at WOK to reduce PCB entrances into the environment. Information to be made available to federal authorities if requested. Two each of four species of fish were taken from the Mississippi River about 15 miles south of the WOK plant. The PCB content in the edible portion ranged from 3 to 34 ppm. Although some were above the 5 ppm used as a guideline by the FDA they are not unlike fish taken throughout the united States where some have been found with lower and some with higher PCB content, especially those taken from rivers at large metropolitan cities. Comparative data obtained from the Interdepartmental Task Force on PCB's report "Poly chlorinated Biphenyls and the Environment".
