As you know, 3M has been working on analytical methodology as part of its response to the REACH Annex XV Restriction proposal for PFOA. We are now happy to share with you the outcome.
While the European Union is proposing to restrict PFOA and its salts at a level of 25 parts-perbillion, an important consideration for a restriction of substances at this level is the availability of analytical methods and commercial laboratory capability to determine conformance. Recognizing these challenges, 3M has investigated analytical approaches for PFOA measurement at the 25 ppb level in fluoropolymers.
The attached analytical method is 3M's recommended approach for low-level PFOA measurement in insoluble solid matrices. 3M's purpose in providing this method is to reduce analytical variability that can result from differences in sample preparation and quantification. Though the method has been demonstrated with fluoropolymer samples, it should be relevant for other sample material forms used by the supply chain of fluoropolymer industry. To be noted is that while the method has capability for the proposed restriction threshold of 25 ppb, it has not been demonstrated at lower concentrations. This is expected to be technically even more challenging and not achievable during the 36 month lead time of the Annex XVII restriction.
