Financial Report The Executive Director reviewed a financial statement for the period ending Npvember 30, 1978. The statement was accepted on motion. Executive Director's Report OSHA - There have been no further developments within OSHA on the RTI--CONSAD consolidated report since last meeting. * Page 2 / ' :J, *. OSHA's Advisory^Committee on Construction Safety and Health . met December 5. Mr. John Froines, Director, OSHA Office of Toxic Substances, stated that the advisory committee would receive for its review -and comment a proposed standard for , the construction industry when one is developed. Mr. Froines also indicated that the RTI-CONSAD consolidated report would not be available for public review and comment for several monthsi . EPA - The Office of Toxic Substances is considering a generic labelling standard. There is an interagency workshop, on this subject today, tomorrow and Thursday at Belmont House in Maryland. Attendees from industry include major chemical manufacturers but does not include association representatives. The workshop is -sponsored by the Conservation Foundation which has been awarded an EPA grant. AIA/NA will receive for comment a draft proposal on a generic labelling standard when it has been prepared- EPA's best estimate for a formal proposal is July 1, 1979. EPA's Priorities Committee has delayed its meeting to consider an asbestos review study until December 18. , Mr. Trachtman reported that the Office of Solid Waste is close to publishing a proposal for regulation pursuant to the,"Resource Conservation and Recovery Act. EPA officials have assured that asbestos wiil not be included. * States - The state of Montana has incorporated AIA/NA's comments into" its final rule on the spraying of asbestos. The rule is . consistent with EPA's June 1978 amendments to NESHAPS. Mr. Trachtman reported on a hearing scheduled today in San Francisco. The subject of the hearing is the desireability of establishing statewide asbestos screening programs for shipyard workers. Membership - Atlas Textile Company is resigning as an associate member of AIA/NA as of December 31, 1978. A copy of letter notification is in folders. ` National Academy of Science - As was initially reported in October, a study on asbestos which will cost approximately $250,000 has been approved in principle. Panelists for the 2-year effort are being sought as well as sources of funding. It is understood that AIA/NA will be given an opportunity to provide an input on the composition of the panel. / Page 3 DOT - The Department of Transportation promulgated a regulation on the transportation of asbestos in the December 4 issue of the Federal Register. Mr. Trachtman reported on the details of the regulation which is effective April 30, 1979. (Note: A detailed assessment of the DOT regulation was forwarded to members by memorandum on December 19, 1978.) ' AIA/NA Response Activities i The Executive Director reported on an OSHA/NCI Asbestos Infor mation Plan (Phase II). The plan has not been formally approved. It would cost an estimated $700,000 - most of the funding coming from NCI, and continue for about 18 months. A January 1979 target date has been given for approval of the plan. The next - meeting of the NCI Asbestos Education Task Force will be ' January 12, 1979. . A possible Association response to the Phase II OSHA/NCI effort was discussed. 'As an initial action, it was agreed that advice of counsel should be sought on the issue of OSHA's principal role in this program. (Note: Mr. Artabane has been requested to provide comments.) \ AIA/NA's response to the HEW-sponsored "Estimates of the Fraction of Cancer in the United States Related to Occupational factors" study was considered since the work previously requested, of Dr. Weill had been received. In addition to his comments, Dr. Weill's review of the Estimates Paper included those of Drs. Weiss, Enterline, Kotin and Chase. It was agreed that an open letter to HEW Secretary Califano should be prepared, with the foregoing comments enclosed, and presented for approval at the December 13 meeting of directors. ' A draft memorandum to members which would request information for development of an asbestos constituency by state and congressional district was approved. . Preparation for OSHA Public Hearing re Revision of Asbestos Standard Mr. Dougherty led a discussion of possible AIA/NA activity and alternatives in regard to OSHA's prospective public hearing on revision of the asbestos standard. Essential elements of timing, cost, and overall strategy will be an agenda item for discussion at the December 13 directors meeting. . Page 4 . , , ff 032060 ' t Legal Research Program Mr. G a b r i e l s o n said that Ms. Carey Gross had recently inter viewed eleven additional physicians on the west coast as , potential expert medical witnesses. An updated list of these witnesses is being prepared by special counsel. Mr. Gabrielson also invited attention to Dr. Enterline's medical state of the art document. Mr. Gabrielson will respond to Enterline's inquiry regarding its publication. It was agreed that publi cation should be left to Dr. Enterline's discretion. Draft 1979 AIA/NA Budget . Mr. Dougherty reviewed the proposed 1979 AIA/NA budget. The budget was endorsed by the Executive Committee and will be presented to directors at meeting, December 13. Other Committee Reports Air Monitoring - Dr. Rhodes said that inclement weather restricted attendance at the committee's November 27th meeting to three; Chase, Heil and himself. The primary topics address ed were preparation of a report on the round-robin study and. a discussion of the draft proposal for an international reference method. Dr. Rhodes said he continues to be encouraged with the prospects of the outcome of this effort. The committee 1 will next meet January 8. Completion of the draft'report for submission to participants is expected early in 1979. ' ' Intemational/Medical Affairs - Mr. Marsh reviewed recent activities of the international association and reported on his attendance at a meeting in London earlier this month. He said 24 countries are now represented in the AIA. A number of materials of interest were distributed and commented on. Agenda for Directors Meeting, Dec. 13, 1978 The agenda was approved with minor changes in the order of presentation of items. . Other Business The next regular meeting of the Committee will be held January 9, 1979, in the Association Office. Adjournment There being no further business, the meeting was adjourned at 5:25 PM.
