Post Office Box 91, Highway 25 Aberdeen, Mississippi 39730 Dear Mr. Friend: Based upon information obtained during an inspection conducted by the United States Environmental Protection Agency (EPA), on April 29-30, 1987, EPA has determined that Vista Polymers, Inc., located in Aberdeen, Mississippi, may have violated the NESHAP's vinyl chloride standard, 40 CFR Part 61, Subpart V, 61.245(b)(1), incorporating compliance with Reference Method 21, 40 CFR Part 60, Appendix A, regarding the calibration gases for the vinyl chloride monitoring system. Therefore, pursuant to Section 114(a)(1) of the Clean Air Act (the Act), 42 U.S.C. 7114(a)(1), you are hereby required to provide the following information: 1. Duplicate copies of zero gas analysis by the manufacturer, certifying the gas concentration to be within + 2% accuracy and the shelf life of gas as referenced in Method 21. 2. Duplicate copies of calibration (span) gas analysis by the manufacturer, certifying the gas concentration to be within + 2% accuracy and the shelf life of gas as referenced in Method 21. The information required by this letter must be submitted to this office at the above address within seven (7) calendar days after receipt of this letter. Please be advised that failure to comply with the above requirements within the specified time frame will constitute a violation of Section 114(a) of the Act and may result in the referral of this matter to the U.S. Attorney for the ccnmencement of a civil action for injunctive relief and the assess ment of civil penalties pursuant to Section 113(b) of the Act and/or the issuance of an Administrative Order under Section 113(a)(3) of the Act. Although all of the information requested herein must be submitted to EPA, you are entitled to assert a business confidentiality claim pursuant to the regulations set forth in 40 CFR 52.208(b).
