The studiesperformed during 1999 and inearly2000 were carriedout usingGLP Standards.In contraste,catoxicitsytudiesperformed duringtheperiod1974 to 1998 were conducted usingprotocolsand analyticamlethodologiesavailableatthetime ofthestudy. In addition,in theseoldertestst,he sulfanatedperfluorochemicaplroductswere variable mixturesand containedmore impuritiesS.everaltestswere hampered by theinsolubilitoyf theperfluorochemicaland resultsare expressedas"greaterthan" themeasured solubility. Therefore,the data presentedinthesehistoricarleportsmay notbe reliable.

PART ONE - NfULTl-CFIFY STUDY
The multi-citsytudy was designedto obtainpreliminarydata about dispersionof fluorochemicalsin the environment,uptake intofoodsand presencein drinking water to understand the potentialsources of human and environmental exposures thatmight resultfrom thistype of dispersion.The multi-citsytudy paired a city having manufacturing or commercial use of fluorochemicalproductsbased on customer saleswith a citythatdoes not. Initiallsyixcities(,threepairs)are being examined. The study may be expanded depending on furtherresults.
The multi-citystudywW yieldenvironmental distributiodnata as wellas data on potentialsourcesof human exposure. The citieswere selectedto representurban locationswith variouslevelsoffluorochemicalreleasesand varioustypes of municipal water supplies.The samples to be obtained,where possible,include: urban air,surf@cewater column and surfacemicrolayer,sediment,riverrisl@., drinking water intake@treateddrinking water, tap water,the influentto and effluentfrom publicly-ownedwaste treatment works, sludge,and municipal landfill leachate-Additionallya, "market basket" of severalfood productswillbe sampled. These include: beef,pork, chicken,hot dogs, catfish,egl.,mcisl,k,bread, green beans@ applesfrom grocery storesand, ifpossible,produce from localfarmers' markets.
The attachedmaterialdata provides more detailon the designand structureof thestudy and representsthe firstresultsfrom the multi-citsytudy. Included are reportson the qualityassurance plan and riejdsamplinc,procedures used and the resultsof the drinkingwater samples taken from the sixcitiesT.he resultsindicate thatdrinkingwater infour citie(sDecatur,Alabama; Cleveland,Tennessee; Mobile, Alabama; and Port St.Lucie,Florida)did not containdetectablelevelsof tluorochemicals.Only two citie(sColumbus, Georgia,and Pensacola,Florida) containeddetectablelevelsof sulfonatedfluorochemicalsin the drinkingwater. The resultsshow thatthe levelsare in the range of 40-60 partsper trillioonf perfluoroctanesulfonate.Only one city,Columbus, Georgia,showed very low detectablelevelsofperfluorooctanoate.

This advisoryreflectsa very conservativeapproach based on applicationof "safetyfactors."The advisorylevelof 1 part per billiosnhould not be misconstrued as thresholdfor danger or concem, but only a referencepoint based on applicationof conservativemethods and the informationavailableto datp- A comparison ofthe drinkingwater data from the multi-citsytudy indicatesthat there are two orders or magnitude of safetybetween the draftdrinkingwater advisory and theresultsfrom thesetwo citieisn the multi-citsytudy.

A plan to assesspotentialenvironmental exposure to perflucrooctanesulfonataend other nuorochemical substanceshas been developed by 3M and outsideexperts.One component of thisplan involvescharacterizatioonf the geographic distributioonffluorochemicalsin bioticand abioticreceptors.Two studiesare in progress,one focusedin thevicinityof the 3M Decatur, Alabama manufacturing facilitya,nd the othera much more comprehensive globalbiospheremonitoring program. The preliminary resultsobtainedto date have been reportedin the 3M Environmental White Paper entitle"dSulfonatedPerfluorochemicalsin the Environment: Sources,Dispersion,Fate and Effects."
The study in theDecatur,Alabama area isbeing designed tounderstand the impact, ifany, of production operationsin the localenvironment- Samples of thegroundwater, surface water, sediments and fishand bird specieswillb.e col!ectedin May and June@ 2000 for analyses.This data willbe used to evaluatethe environmental presenceoffluorochemicals and to assessthepotentialof any effectsusing ecotoxicologicatlestresults.
The Biosphere monitoring program was designed in consultationwith Dr. John Geisy of Michi'-anStateUniversity.This plan isbeing viewed as an iterativperocessto assessglobal distributionoffluorocbemir-alAss. resultsare obtained from the globalenvironment, the plan isto concentrateon those areas where fluorochemicalsare detectedin samples and focus on additionalsampling and analysesin those sp'ecifilcocations.
InitiaBy,samples of tissuesand blood plasma are being collectedfrom archivedspedmens coveringdifferentspeciesand locationsA.reas offocusincludeNorth America (Great Lakes and coastalmarine locations)t,he arcticregion,and Europe- Speciesto be studied includelake trout,w2lleye,salmon, catfish,and brown trout;cormorants,eaolesand albatross;musselsand shellfishm;arine mammals; and otherspeciesT.his sampling plan is in progressand as data isobtained and reportsgenerated,additionalsubmissionswillbe made to EPA.
