r BISHOP PLANT TO THE CONTRACT EMPLOYEE May 1982 Welcome 1 We feel that by becoming familiar with Celanese safety requirements for our Plant, you can help us in the prevention of fires and needless accidents to you and others. This list of safety requirements are rules and regulations you must observe when working in our Plant. These rules are designed to protect you from injury. If you have any questions in reference to these requirements, please ask a member of the Safety Department for clarification. t It shall be the responsibility of the contractor's supervisor to inform and enforce with their employees, and any subcontractor performing services for them, the following Plant rules and regulations. PLANT SAFETY ROLES 1. A safety permit will be needed before welding, heating, grinding, drilling, chipping, using electrical tools, or any operation producing heat, sparks or flame. Permits are issued - for regular workshift only. After .4:00 p.m., the permit must be renewed by a Safety Representative. 2. If a safety permit or help on safety matters is needed, call Plant Protection, extension 4301, and give your name; your company, the area or building in which you are working and that you need safety service. A Safety Inspector will be dispatched by radio and will arrive at your job site as quickly as possible. 3. A safety permit will be needed before entering any tank, tower, vessel or any excavation deeper than six (6) feet. A manhole watch must be provided by contractor at manholle of tank, vessel and tower. 4. A safety permit will be needed for the use of firewater. 5. Safety permits must be obtained from production units to take motorized equipment into area toads where signs so inaicate. 6. Safety permit is required when using steam or hot condensate for cleaning. ' 009911 t PAGE 2 ALL PLANT EMERGENCIES Fire and Ambulance 1. To report a fire or request an ambulance, dial extension 222 and give exact location, your name and nature of emergency, fire or ambulance. 2. When a fire alarm sounds, the following work procedure must be implemented. a. Tu$ off all equipment. Do not restart until the "All Clear" sounds when working in production units, if fire was in your work area, do not resume work until Safety Inspector gives permission. b. All vehicles will clear roadways and come to stop for five minutes to allow emergency vehicles to arrive promptly at the scene. FIRE PREVENTION 1. Practice good housekeeping in the work area. 2. No lighters or matches are permitted inside the plant. 3. Smoke only in designated smoking areas. 4. Refuel all engines with ignition turned off and preferably when engine is cool. 5. No gasoline is to be used for cleaning purposes. 6. Do not place boards, rags, or other combustibles on hot lines. 7. Access to fire hydrants,..fire extinguishers, hose reels or other emergency equipment will not be obstructed. 3. Turn off all machines at end of workday or if to be left 1 unatttended during lunch or other break period. 9. Never lay acetylene cylinders in a horizontal position when used in welding. Cylinder must be secured in upright position by chain or heavy wires. Transport oxygen and acetylene cylinders with gauges removed and caps in place. Transport in upright position, properly secured. 10. Remove welding hose and torch from vessels, towers, tanks, or excavations when you are not in attendance. 009912 PAGE 3 PERSONAL SAFETY 1. Hard hats and safety glasses are required to be worn in the fenced area of the plant. These it^ms are to be furnished by the contractor. 2. Drink only from water fountains or approved portable water cans. 3. Wear faceshields when using grinders. 4. Do notuse cutting torch without approved welding goggles. 5. Ride sitting down and do not board or leave a moving vehicle. 6. Goggles must be worn during concrete breaking operations. 7. Use only service outlets that are clearly marked. 8. Use of 600 pound steam is not permitted. 9. Skid-O-Kan type portable restrooms should be used by contract personnel. 10. 'w' Hearing protection is required to be worn in areas so marked with orange lines. These items are to be furnished by the Contractor. ` -------------------- -- VEHICULAR 1. If it is necessary to block, cut or alter plant roadways, Plant Protection must be notified at extension 4301. 2. Observe plant posted speed limits. Pedestrians, bicylces and emergency vehicles have the right-of-way. O.S.H.A. - N.I.O.S.H. 1. All scaffolds must be erected to comply with O.S.H.A. regulations and inspected by contractor supervision. 2. Ground fault interruptor devices must be used with all electrical tools in tanks, vessels and towers. 3. Contractor must comply with all N.I.O.S.H. and O.S.H.A. regulations as well as all other local, state or federal regulations as they may pertain to the particular job. 009913 f PAGE 4 ENVIRONMENTAL 1. No materials to be dumped in open flumes or waterways. 2. No emission to the air shall be caused by a contractor without the expressd written consent of the Environmental Maintenance Coordinator (EMC) or the Safety, Health and Environmental (S.H.E.) Manager. 3. Any wastes generated by a contractor will be disposed of onsite n a manner consistent with State and Federal Solid Waste regulations. Exceptions to this must be granted by the EMC. Offsite disposal must be done in accordance with State and Federal Solid Waste and Transportation regulations. 4. In the event that there is a spill of 50 gallons or more in the plant whether caused by the' contractor or not, the contractor should immediately notify the: Environmental Maintenance Cordinator - 4602 or 4450 and the Safety Department - 4356 or 4557 or 4600 (Pager Com 298 or 278) S.H.E. Manager or - 4980 or Area Shift Supervisor 5. All transformer spills or ruptures must be reported immediately to the Electrical Foreman and to the Environmental Maintenance Coordinator or S.H.E. Manager immeidately. 6. Handling of asbestos materials in the plant will be performed in accordance with the Asbestos Procedures outlined in Section VII-4 of the Bishop Plant Policies Procedures Manual. 7. No vacuum truck shall be accepted for work in the plant without being clean. (A truck coming from outside shall not be allowed to clean his dirty truck onsite.) No vacuum truck which has been used in the plant shall leave the plant property without being cleaned. Cleaning facilities for those trucks leaving the plant are located at the solar pond area. s' 009914 PAGE 5 PLANT SECURITY 1. Badges must be worn so as to be visible at all times. 2. No cameras, portable radios or recording devices may enter the plant. 3. Carrying criminally prohibited weapons, including firearms, on the person while on company property is prohibited. 4. No alcoholic beverages may enter the plant. 5. Persons under obvious influence, on in possession of alcohol or other drugs will not be allowed in the plant. 6. No gambling is allowed in the plant. 7. Only contractor vehicles needed to perform work or transport tools and equipment will be allowed to enter the plant. Contractor employees will be restricted to job site. 8. Tools and equipment leaving plant must have Material Pass signed by a Celanese representative. 9. Contractor employees must park in specified parking areas* when so designated. 009915
