NO. 1 The President called the meeting to order and the Manager read the minutes of the April 4* 1946 Board of Governors' meeting. The minutes were unanimously approved as read. In the absence of the Treasurer, the Manager read the auditor's report as well as the Treasurer's report. ' Mr. Wakem moved .that these reports be approved as read, seconded by Mr. Fabel, unanimously passed.

Mr. Fabel submitted a tentative plan of a Health Program for the Institute, as pre
pared by Dr. Vestal, (copy attached) This plan was read by the Manager and open
discussion followed. Mr. Teubner moved that the entire matter be turned over to the
Dust Control Committee for their immediate consideration, and with the recommenda
tion that they prepare a report thereon. This report should be in the Manager's
office by August 1st. Copies of the committee report will then be sent to all
member companies for their consideration so that a final decision can be reached at
the September meeting of the Institute. Motion seconded by Mr. Marshall and ap
proved unanimously. The Dust Control Committee will also investigate costs of
the plan, the possibility of having Dr. Vestal attend the nert General Meeting, etc.

Mr. Wakem moved that in the event that the Dust Control Committee find it advisable to meet with Dr. Vestal, that the Institute bear the expenses of Dr. Vestal's trip to attend a meeting. Motion approved unanimously.
NO. R It was unanimously agreed that the date of the next meeting of the Board of Gover nors should be held in Hershey, Pennsylvania at the Hotel Hershey, on Friday, September 2?, 1914.6
