Hi all, I wanted to send out an agenda for today's call on our audit initiative. Todd, I don't know who else you're going to have on the call I'll rely upon you to forward this on to the right people in your organization.
Primarily what I hope to accomplish today is agreement of when we will announce the joint state-federal audit initiative. Along with the announcement date we should discuss:
1. Measurements - how are we measuring the environmental impact of participants in the program to ensure we're tracking results consistently whether on state land or Indian country.
2. Reporting - consistent policies and formats for reporting to make the process efficient for the two agencies to process and providing industry with one format for submitting information.
3. EPA oversight - in the past audit submittals under state law have received significant scrutiny from EPA. In our announcement for this initiative I would like to be clear that we are supportive of the state's law, this initiative and will defer to the state's judgment on how to evaluate submittals.
4. Issues covered - what is the scope of this initiative? It is O&G for the initiative and I think we want to focus on areas where we believe there could be non-compliance, but we can't limit what will be submitted. We should be prepared to evaluate what is submitted under consistent criteria.
5. Educational Material - as alluded to above, I think there will be some reticence within industry to participate. I would like to discuss how we can partner with industry trade associations to provide educational material to industry on state land and tribal land. I think we should develop a state-federal fact sheet that outlines the details of the program, provides a link to our web sites for more information as well as reporting documents, as well as contact information. Also, I think an op-ed from Todd and I encouraging participation and explaining the program would be useful. Finally, we should discuss aggressive press outreach.
