Control o f asb e sto s dust exposure i s th erefore necessary. The control methods are the standard ones a p p licab le to a v ariety o f dusty operations. They include closed flow system s, wet p ro cesses where p o ssib le , and adequate exhaust v e n tila tio n where openings in the system are n ecessary. P e lle tiz in g i s sometimes used to improve the handling c h a ra c te ristic s of otherwise dusty m a te ria ls. Where s a t is fa c t o r y containment to stay within the Threshold Limit Value i s im p ractical or im possible, e f f ic ie n t and r e lia b le re sp ira to rs are a v a ila b le fo r the p ro tectio n o f the employee. A program o f environaental monitoring i s highly d esirab le to determine that Threshold Limit Values are not being exceeded. In manufacturing in d u strie s i t would be desirable to know the dust concentration.- where the asb e sto s i s dumped from bags in to the p ro c ess. Concentrations v Id a lso be determined where dusting occurs in fin ish in g products. While i n i t i a l dust determ inations should be made a t frequent in te rv a ls, once the level has been establish ed as sa tisfa c to ry , the frequency may be extended to occasion al t e s t s to assure continuation o f a satisfacto ry condition.
Pre-employment and p e rio d ic physical exam in ation o f workers are d e sira b le . These should include ch est X-rays to in su re that the worker has no chest condition p rio r to work with asb esto s and to determine that no lung changes are re su ltin g from work with a sb e sto s.
I t i s believed th at the addition of asb esto s at the proposed lev els during ' the manufacture o f products would be harm less to the consumer. Total dusting
would have to be w ell in excess of any l e v e ls acceptable to the consumer fo r the asb esto s concentrations to approach the Threshold Limit Value. In conclusion, while asb estos dust in excess of the Threshold Limit Value i s p o te n tia lly harm ful, a s are many other d u sts encountered in industry, i t i s re a d ily co n trolled a s oth er such dusts and i t can be used sa fe ly with appro priate precautions.
