For the Daphnia data inthe German Army Report,the differencebetween the *FC-206and FO-203 valuesseems largewhen consideringthewater contentofthetwo formulationsA.lso, thereisa consi* derabledifferencbeetween the PED data.andthe German Army data.Our PED has a 48-hrstaticDaphnia magna LC50 of1,600 mg/L, whilethe German Army Report has a 24-hrstaticDaphnia magna EC.50is430 mg/L The PED dataisquiteold (1973)and the formulationofthe testsample cannot be verifiedT.here isa major differencbeetween the PED data and theGerman Army data inthatthe PED data isthe concentrationwhich causes deathto 50% ofthe Daphnia testpopulation(LC 50)and the German Army value isthe concentratiownhich causes 50% ofthetestpopulationtostopswimming (Effective Concentration= EC50).The German Army valueisinfairagreement withrecentresults which show a 48-hrstaticDaphnia magna EC50 of229 mg/L. One thingthatshould be keptinmind when consideringthetoxicitdyata isthatreproducibility and prec7isionftoxicittyestscan varyconsiderablyfrom laboratortyolaboratoryand over time.However, the differencebsetween the olddata (circa1974) and the more recentdata is more likeldyue tochanges informulationratherthan changes intestprotocolor testspecies. At any rate,our primaryinteressthouldbe thetoxicitoyfour currentproductsand WiD.should be concerned withhavingcurrent,reliabldeata on our PEDS. IllG.eneral Comments The followingeneralstatementssummariz.ethe factorsguidingthisstudy. 1.The primarypurpose of.theenvironmentaleffectsdata isforinternaluse inevaluating formulationasnd ingredientasnd notintendedforsubmissiontogovemmental regulatoryauthoritieTsh.erefore,any testingshould be done usinglow-cost, non-GLP methods.An exceptionmay be data forthe new foamer (L-4640)which may need to be submittedforthe European PMN currentluynderway. 1 DraftReport from EnviroSystems Laboratorydated March 10, 1991.We have asked EnviroSystemsto repeatthe Daphnia testsforFC-203 and VW1 60390. The preliminary resultsfrom EnviroSystemson the restofthe samples were acceptable. -4- 2.The German Army performsitsown testingand no authoritoytherthan the German Army ispresentluysingtheevaluationscheme used inthe reportcitedabove. Therefore,thereisno need tochoose a laboratoryt,estpmtocol,ortestspecies applicabloenlytotheGerman Army testscheme. Instead,testmethods and species shouldbe chosen so thattestresultscan be used inas many countriesas poss7ible. 3.Where possibled,ataon theenvironmentaleffectsofcomponents should be obtained from the literatuorrefrom raw materialsuppliersinordertoreduce testingcostsand time. 4.The Natonal InstituotfeOccupationalSafetyand Health(NIOSH) terminologyforthe relativteoxicitoyfthe components and the formulationswillbe used inthe discussionoftoxiceffectsW.hilethese terms were not used inthe German Army Report,theyare generallayccepted inthe US.
