The asbestos program is proving itself to be cost effective. The Patterson project was initially bid for $170,000. Johnny McGee informed Reynolds management that the project costs were not competitive. A decision was made to complete the project utilizing a different contractor via time and materials. The project is complete. The labor costs have come in under $40,000 due to Johnny's pro-active management of the contractor. The Hurricane Creek project is behind schedule. The major problem created by the contractors tardiness is the Arkansas Pollution Control Authority's perception of it. The APCA is issuing a warning letter to Basic Industries in regards to timely completion. We are not aware of any major Reynolds Metals Company concern with the tardiness as the contract is a lump sum bid. There are no other regulatory inspections that Northwest Envirocon is aware of at any of the facilities we are working with. Ron Benton informed me that he is in line for a promotion putting him in charge of all the industrial issues including asbestos abatement for your company. Asbestos abatement is affected by OSHA and EPA as is every engineering, construction and demolition project undertaken this day and age. The successful companies are and sensitive to government regulation. Cost effective purchasing policies coupled with common sense practical engineering/project designs and experienced construction management are also essential in the competitive business environment of the nineties. Another month in our five year relationship has passed without a serious injury or an OSHA/EPA citation being issued on a NWE managed project ^e pedple at the Shetwin project have assumed a different attitude towards NWE.
