The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with EPA regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on the Enerco Operating Corporation / Beauford Su-Tokio Tank Battery and Beauford Armstrong-1, BSU-2, Beauford A-2, Tokio 6-4, 8-1, Armstrong B-2 Tank Battery, which consists of ten (10) storage tanks and six (6) separators. Section II - OBSERVATIONS I observed the facility, associated signage, and secondary containment with separators and storage tanks; see Appendix 1 (Photograph Log), Photo No. 1 through No. 4. For additional GPS location and photo metadata, see Appendix 1. I observed low spots on the secondary containment berm for the separators, see Photo No. 5. Inside secondary containment for the separators, I observed loose oil on the ground and a separator that was out of service but not labeled or marked "out of service," see Photo No. 6. I also observed a pipe that was leaking, see Photo No 7; oil staining was present in the area beneath the leaking pipe. I observed a missing pipe support under the dump valve, see Photo No. 8. I observed low spots on the secondary containment berm for the tanks, see Photo No. 10. Inside secondary containment for the tanks, I observed loose oil and salt on the ground, see Photo No. 9, No. 11, and No. 12. I observed a pipe that was leaking from a tank, see Photo No 11. I also observed gaps under a tank, see Photo No. 12. Section III - AREAS OF CONCERN No closing conference was held due to no personnel from Enerco Operating Corporation present during the inspection.
