I should be happy to undertake the assignment you have proposed. Your kind offer to bear the expenses of my transportation, billeting and meals is a great help since the IAIC has no adequate resources to meet such expenses and I am reluctant to charge the U.K. organisation or my own company with expenses arising from my position of Chairman of the Standing Committee, although I am sure they would be prepared to do so if necessary. However, it does mean that I can promptly and without consultation accept your most welcome invitation. Atlast I shall be able to see Washington! There will certainly be a great deal of interest to our members particularly having regard to the OSHA hearings on the proposed revision of standards. The Board Meeting will commence at 9:00 A.M.. The Association's Third Annual Industry-Government Conference will convene at noon September 8 and continue through mid afternoon Thursday, September 9. The meetings and Conference will take place at Stouffer's National Center Hotel, Arlington, Virginia. (Five minutes from the Washington National Airport on Jefferson Davis Highway.) Included are copies of the two papers from which Messrs. Goldfield and Trosper are expected to extract the predominant part of their presentations. Also included is a copy of the Curtis/Bierbaum report for NIOSH on technological feasibility of achieving the OSilA 2 fiber standard in asbestos textile operations. From my file I have supplied some information on dust suppression liquids, use of foam and watersprayB, water jet ana uaser irrawhijxing, and some recent developments <fn brake service dust control equipment^ I have been in contact with Mr. James Gideon at the MIOSu Division of Physical Sciences and Engineering at the Taft Laboratories in Cincinn ati regarding investigation of equipment and methods for improving asbestos dust control, particularly for brake service operations. I believe he or his associates can fill you in on the work they are do ing and the plans they have for evaluating vacuum cleaners and other equipment for minimizing worker exposure to asbestos and other toxic materials. Washington, D.C. 20006 (202) 223-4885 September 8, 1976 Memorandum For: Subject: Mr. Dougherty Mr. Thurber AIA/NA Third Annual Industry-Government Conference, Program Notes Following are suggested commentary for conduct of the Conference: WEDNESDAY, SEPTEMBER 8 Luncheon followed by "Welcome11 - - Mr. Dougherty The Asbestos Information Association/North America was founded in December, 1970 bringing together for the first time companies and corporations involved in the manufacture, processing, mining, milling and selling of asbestos for the multitude of products and uses of asbestos in our industrial society with primary objectives to: provide industry-wide information on asbestos and health; exchange information on methods and techniques of asbestos dust control and cooperate with government agencies in developing realistic standards for exposure to asbestos fibers. This meeting, the Third Annual Industry- Government Conference, attests to the interest in and accomplishments of our Association. It is a pleasure to welcome you. We believe UCC 010825 2/ we have a program of high interest to all of you. We believe you ]M will leave this conference with an even better under standing of the problems faced by the asbestos-using industry and the work being done to solve these problems. We look to your continued support. We welcome additional members to assist us in the work of the Association. We hope you will ask questions of our speakers and feel free to communicate with the Association whenever and however we can be of help to you. I wish to thank all of you for being here today and in particular to express the appreciation of the Association to the outstanding group of experts who will speak to us during the course of the Conference. It is now my pleasure to begin the conference by in troducing our first speaker. Dr. Andrew W. Breidenbach was confirmed by the Senate as assistant administrator for the Environmental Protection Agency in December of 1975. He is responsible for the offices of water planning and standards, water programs operations, water supply, pesticides programs and toxic substances in EPA. He comes to his demanding position with outstanding credentials. His undergraduate work at the University of Cincinnati was in the fields of chemistry and zoology. He received his masters degrees UCC 010826 3/ and doctorate from the University of Florida in biochemistry and cancer research. Before coining to Washington as EPA assistant administrator, he was Director of the National Environmental Research Center in Cincinnati. Other assignments in his distinguished career include Director of the Division of Research and Development for Solid Waste Management with the Department of Health, Education and Welfare, and assistant Chief of Air Pollution Training for the Public Health Service at the Robert A. Taft Sanitary Engineering Center in Cincinnati where he directed graduate level training for scientists and engineers. Dr. Breidenbach joined the Public Health Service in 1956. He began his environmental career as chief of the Chemistry Division of Maryland's State Health Department in 1953. Dr. Breidenbach is an international authority in a number of environmental areas. He has served as a leading consultant for the World Health Organization, has lectured before scientific groups both in the United States and abroad, is the author of many scientific articles and reports and a member of a long list of scientific and professional societies. He is concerned with all aspects of lobbying and legislation on the national level. Since the passage of the Occupational Safety and Health Act, he has served widely as a lecturer and instructor on occupational safety and health matters. He is board member of the National Advisory Committee on Occupational Safety and Health (NACOSH) and a member of the Board of Directors of the Occupational Safety and Health Institute. A graduate of St. Joseph's College with BA and MA degrees, has been on the administrative staff of the Steel Workers sitine 1951 serving as special advisor and consultant in education and training programs and later as international auditor. He came to the Washington office of the Steelworkers in 1959.He has served as treasurer of the l^tional Civil Liberties Clearing House and is his union's representative with the Leadership Conference on Civil Rights. The Association has worked closely with both of these men and they are known to most of you. Grover Wrenn has seryed as chief of the division of health standard development since he joined OSHA in July 1974. ..^1" A r\yy fn* > - i-*' He has the very difficult assignment of directing the development and promulgation of OSHA health standards and determining standards- setting priorities. Immediately before joining OSHA, Grover was a research associate at the University of North Carolina where he assisted in the establishment of the University's Occupational Health Studies Group and additionally coordinated the activities of a UCC 010831 8/ research team to conduct occupational health studies in the rubber industry. He has worked as an industrial hygienist for IBM Corporation and with the Boeing Company and was a partner in consulting firm offering services in air pollution control, industrial hygiene survey,?and occupational health programs. I am confident that our first speaker this afternoon has travelled the longest distance to be with us and we are, of course, very appreciative of his accepting our invitation to come. Mr. Alex Cross is now in his 30th year with Cape Asbestos Ltd. UCC 010834 11/ beginning as an accountant and moving into industrial management. _ He has served as manager of various asbestos plants in Great Britain. An original member of the Asbestosis Research Council since 1957, he formed the Environmental Committee of ARC in 1968 for development of guidelines in use of asbestos and asbestos-containing products for manufacturers and consumers. He has worked intimately with the Asbestos Information Committee in the U.K. which was also formed in 1968 to speak to the public concern on asbestos- health issues. In 1975 the International Asbestos Information Con ference was established in order to facilitate an exchange of relevant information on asbestos-health issues on an international basis. Mr. Cross was named the chairman of the standing group of this body now consisting of 14 countries in its membership. He serves on a number of important European councils and con federations dealing with occupational health and environmental affairs. ' It is indeed with much pleasure to introduce Mr. Alex Cross.
