MCA Staff MCA General Counsel 1 Minutes of June 7, 1972 Meeting The minutes were approved as distributed. 2. Membership < Dr. Neher reported having notice of Mr. Marks' intention to resign. Dr. Neher appointed Messrs. Schuyler (chairman), Eger, and Shafer to serve as a nominating committee to recommend a CMA 078960 PC 1.37-2 T successor for Mr. Marks at the next meeting, and m due course to submit recommendations for the next membership term (June 1, 1973 - May 31, 1976). 3, MCA Board of Directors (Liaison Committee - H, E. Hirschland) Mr. Hirschland sent word of his pleasure in being assigned to liaison with the Plastics Committee and his regret that he could not attend this meeting. 4. Sponsored Proiects 5.1 Environmental Studies - Henry Avery Mr. Avery handed out a chart indicating the status of projects undertaken and immediately contemplated m this subject area. Distribution of the second report by DeBell & Richardson, "Plastics Solid Waste Disposal by Incineration or Landfill," is proceeding along the same line as the first report from D&R ex cept for no general mailing to members of Congress, It was sug gested that company mailings to selected Senators and Represen tatives would probably be more effective than a mass distribution by MCA, CMA 078961 1 PC 13 7 - 3 Comments by reviewers on the third D&R report, an up date of state-of-the-art information, are now complete and the secretary will arrange for their consideration and resolution in the near future, "Plastics and the Energy Crisis" has proven to be a misnomer for the first report from Midwest Research Institute, inasmuch as any contribution to energy needs from plastics com bustion would amount to only a very small fraction of the total energy requirement. It has been decided to use "The Role of Plastics in Resource Recovery" as the title, and a major revision of the first draft of the report is in progress. There was considerable discussion of the "Plastics and the Environment" project, the next one planned for MRI, be cause it involves the assessment of the overall environmental impact of particular plastics in particular uses rather than plastics generically. (The MCA Executive Committee had earlier determined that it would disapprove, as a matter of policy, a comparison of plastics with alternative materials.) In the end there was .fu 1 1 agreement that the impact assessment as now contemplated would be highly useful, and that no direct compar ison between the several types of plastics is involved. All types of plastics were believed to be well represented in the Committee membership, and no objection was expressed. 5.2 Plastics Weatherability (National Bureau of Standards) NBS Report 10856, covering the data extension for the 1971 set of weathered specimens, was distributed the latter part of June. As requested by the Committee, the secretary invited comments from report recipients regarding the value of this information m reference to further continuation. Up to the time of this meeting, only one response had been received. It was VOTED unanimously to omit any financial pro vision for this project in the 1973-74 fiscal year budget. 5.3 New Program Dr. Neher appointed Messrs. Shafer (chairman), Forlenza, Fulton, and Moffett as a Task Group to re-examine the current program and recommend as to (1) whether any area other than the overall environmental front should be receiving attention, and (2) proposals in the area selected for concentrated effort. Allied Activities 6-1 "Colors for Molded Urea Plastics" - Commercial Standard CS147-47 _____________ _______ The secretary reported having received a letter dated August 30 from the National Bureau of Standards indicating their desire to withdraw subject standard because "it does not cover the colors now m general use, and conformance ., cannot be determined because the standard color chips are no longer avail able, ' It was agreed that the secretary would provide copies of this letter to the two companies -- Allied Chemical and American Cyanamid -- that had recommended continuation of the standard when this matter was reviewed early in 1971, Mr, Forlenza offered to communicate with Allied Chemical to coordi nate their responses, 6.2 National Safety Council - Rubber and Plastics Section Regarding an invitation to MCA to name a representa tive to the Executive Committee of the Rubber and Plastics Section, it was agreed to refer it to MCA's Safety and Fire Protection Committee, 6.3 General The secretary stated there has been no change in status of attention under MCA to acroosteolysis, vinyl chloride monomer, and phthalate esters. 7 . Plastics Group Conference and Outing (Seaview Country Club) - Sept, 5-8, 1972 Advance registration approximates 180, Lloyd Symington, Esq,, partner in the law firm of Leva, Hawes, Symington, Martin & Oppenheimer -- MCA General Counsel -- is to be the first speaker on the Conference program, the other two being Dr. Charles B. Reeder of Du Pont and Dr. James C, Abegglen of the Boston Consulting Group as recorded in the minutes of the preceding meeting. CMA 078963 PC 13 7 - 5 The next function will be the regular dinner at the New York Hilton on Monday, November 20, in conjunction with the MCA Semiannual Meeting the next day. The secretary reported briefly on his visit to Shawnee Inn, Shawnee-on-the-Delaware, Pa, Exclusive occupancy would be available for the 1973 Conference upon a guarantee of using 83 rooms, double. It was decided to confirm arrangements already tentatively made with Seaview Country Club for Septem ber 1973. 8.
