ECOS STEP Meeting Session 1 STEP panelists,
Thank you for your time and commitment to participate on the ECOS STEP meeting session 1 panel discussion.
Below you will find some notes from your coordinating call as well as meeting background information including overall speaker guidelines, speaker bios, and meeting agenda.
Also attached is the ECOS Cooperative Federalism 2.0 paper. All STEP meeting attendees will receive a copy of the 2.0 paper and it will be referenced by many panelists. Please consider referencing this in your remarks as appropriate.
Also below are some sample questions that may help further seed your discussion based on your earlier call.
Background This panel is the first panel of the day and will help set the stage for the remainder o f the day. Following this discussion is a panel on corporate roles/responsibilities. Meeting attendees will be coming from many perspectives and panelists are asked to speak to the range of attendees.

Panelists discussed seeking to ensure the conversation covers a range of topics and ideas and to strive for balance. Commissioner Stine asked that panelists listen for both sides, help keep the perspectives equal, and encouraged an optimistic tone. Panelists are asked to have with them good examples of where states and U.S. EPA are working positively together in addition to examples of where there have been struggles.
Potential Questions How can states and U.S. EPA work together constructively for environmental results? How may the roles of states and U.S. EPA be changing? How do we ensure safeguards on both sides considering some desires for faster transactions and desires to maintain environmental protection? How might duplication be reduced to speed transactions? What is the role of states compared with U.S. EPA in enforcement? How may state and U.S. EPA roles be optimized related to national air quality standards setting and implementation?
