Stecher, Oscar Lewis* memorandum of August 9 in connection with recent poisoning case occurring at Gulf*s plant at Cleveland, Ohio. I felt that due to Mr. Stecher*s long experience in lead work we might receive some valuable comment. - As a matter for your information, I am attaching hereto copy of his views which he forwarded to me on August 13, as a memorandum. While I felt that the Manufacturing Department would be competent to supervise the cleaning of tanks, etc., to do so would obviously entail enlarging our personnel considerably accordingly.
