( *7" z/zx INTEROFFICE / LAKE CHARLES TO FROM Jim Porter Jim Lafleur^J/--- DATE February 11, 1985 SUBJECT Tankerman Training Session and Environmental Awareness Program In order to make sure everyone is aware of all the rules and regulations of the DOT, USCG and EPA, concerning barge loading in particular, I would like to propose the following. Promote Cliff Beadle to Temporary Lead Tankerman. This will free up Harlan McGee to put a program together and conduct the training sessions. Harlan is the most recent Tankerman (Coast Guard approved) certified and probably the best qualified to bring out all the requirements of the Tankerman's job. We will be in a good position to cover Beadle with vacation relief people during March, and the only overtime required would be to bring the evening crews in early to attend the sessions. We estimate that we should be able to cover the material in two to three hour sessions, and the overtime will be well spent. In addition to the Tankerman items we plan to have Darrell Moore present a program on the plant sewers and outfalls to show what goes into them and what effect we can have on them. He will also comment on the Shipping Department Environmental Audit to be conducted in late February. We estimate the program could be started the week of March 11th and completed by the end of March. Beadle's promotion would be effective March 4th.
