BY MS. MINTZER:
Q. Dr. stokinger, was Dr. Schwartz an
employee of the United States Public Health Service
A . Yes. Q . -- in 1949?
A. Um-hum. Q . And were you an employee at that time?
A. Ho, I was still on the Manhattan Project. MS. MINTZER: Please give me two minutes
to take a break? (Shor t recess .)
BY M S . MINTZER: Q . Did there come a time, doctor, when you
became aware that the Diamond Alkali or Diamond Shamrock. Corporation had difficulty with chioracne? A. No, I didn't.
Q. And did there become a time when you became aware that the Dow Chemical Company had chioracne problems in the manufacture of 2,4,5-T? A. I guess I must have heard that from V. K . Rowe.
-Q. And do you recall when it was that Dr. Row told you that? A. Well, I don't know as he told me, personally, but he may have -- you know, he made frequent

presentations before the American Industrial Hygiene
Association annual meetings and it may have come out
in one of those meetings.
Q. And can you tell me when that was?
A. Well it was sometime subsequent to 1954.
Q. Subsequent .to *54. And can you tell me --
can you put it as to when it was --
A. No I couldn't say--*
Q. Was it before any particular period that
you can recall?
A. No, but you must know that at that period in
time, companies were reluctant to admit to any
health injury or hazard in the plant. It was only
in later years that they came clean with the
information.
Q. But you do recall Dr. Rowe talking about
the cnloracne problem in the Dow plant?
A. Yes.
Q. And was that while you were still at the
Cincinnati facility?
A . Oh, yes .
Q. So that it would have to be before what
date, again, *77?
i
A . Oh, yes .
Q. You're sure it was --

A. It was way before *70, even.
Q. Kay before *70?
/ A. O h , sure
Q. Would it have been in the aid-sixties, is
that
A . Could be, yes. That would be a reasonable time.
Q. And do you recall what it was that Dr.
Rowe told the meeting about the chloracne problem at
Dow in the mid-sixties?
A. Oh, if he said anything about it, he would have
just mentioned that this was a common occurrence if
you had overexposure to the material. But
presumably, not unless it exceeded the recommended
threshold limit.
Q. Okay. Do you recall, doctor, that might
help in terms of a time frame, do you recall whether
you learned about the Dow chloracne problem after
the 1962 threshold limit?
A. Yes, I'm sure of that,yes.
Q. Was it -- so that it was after the
proposed limit. Was it after the -- or was it
before the final limit or the permanent limit was
set?
A I would say it was about that time, yes, '66 or
somewhere -- *65- *66.
