Minutes and Recommendations of the Air Hygiene Cadmittee Meeting held on Wednesday, November 19, 19^7 at the Engineers* Club, Philadelphia, Penna. IN ATTENDANCE: B. W. The nee ting was called to order by the Chairman and a discussion of the Industrial Hygiene Foundation Beport followed. 2. It is the consensus of opinion that a program to reduce dust and im prove the diagnostic procedure is imperative. We also believe that the program for the first year should be moderate, yet constructive. It is recommended by the committee that the program for the first year should not exceed $5,000.00. Mr. Heme on of the Industrial Hygiene Foundation proposes the follow ing program: - A. ENGINEERING. The aim naturally is to reduce dust. (l) The Industrial Hygiene Foundation would collect existing factual information, from Institute Members, on all systems now being used, prepare bulletins with design sketches and distribute this information to interested member companies. Sene additional field observations would be made by the Foundation in certain cases. Each company vill use existing agencies in making dust counts. These may be the Insurance Carriers, Hie State Departments of Health, or the Company's own trained men. This information to clear through the Industrial Hygiene Foundation vho vill endeavor to standardize procedure. This vill entail a meeting of all agencies to discuss and agree on a procedure. This part of the program stems from the inadequate data vhich was available in the preliminary survey. ,/T V B. MEDICAL. Aim - to establish a Diagnostic Procedure. Dr, Valuer of the Industrial Hygiene Foundation to visit each member company and contact the doctors for the purpose of exploring vith them possiblities of collaborative effort between physicians of various companies on uniformizing diagnostic procedures. This might result constructively in a panel to consist of physicians or medical consultants of the Institute's member companies, together vith Dr. Vainer and other Foundation medical men; also possibly medical autho rities from other agencies. C. In a program as flexible as this it is recamended that the Air Hygiene Committee of the Asbestos Textile Institute be empowered to act as an advisory body to the Industrial Hygiene Foundation in this vork. The committee feels that the inauguration of the program as sug gested by the Industrial Hygiene Foundation vould provide the PRODUCED JM-83 MS 002563 / t / t ATI-47 following advantages: (l) It would provide clear evidence that the Institute member companies were taking definite steps to further safeguard the health of their en^loyees. (2) The prestige and authority of the nationally-known Industrial Hygiene Foundation and its medical staff would reflect favor ably on our organization. (3) The availability to member companies of nationally-recognized medical authority in the field of air hygiene, might be ex tremely valuable for purposes of testimony on specific cases, or in obtaining State or Federal approval of desired programs or uniform procedure. 3. therefore, the Air Hygiene Committee recommends that the program, as outlined above, be considered favorably by the Institute members. The Committee Chairman has been advised by Mr. Hemeon that such a program would cost, not to exceed, $5,000 for one year. 4.
