I enclose herewith tne letter of which I spoke in the course of our last telephonic conversation. This letter was written to me and others of the Committee by Les Chambers, C2*airma<. of the Program Area Committee on hir Pollution of the American Public Health Association, of which Committee I am a member. It was drafted subject of the approval or modifications of members of the Committee. I approved of it without reservation, but it could not be sent because other members would not so approve, (Our Committee is a thoroughly mixed up collection group.) The letter, therefore, is for your own private information. X believe Dr. Chambers has done a good job of expressing appropriate policy, but I have little hope that such policy will prevail unless the counsel of your committee can prevail.
