X am enclosing herewith a letter from Dr. Fairley together with a set of proposed regulations which I would like for you fco examine and then return to me with your comments.
My point is this. X can answer and 'approve fchese regulations which seem to me reasonably satisfactory for the purpose, but I can not but tjuestion the necessity and advisability of this method of demonstra tion. Unless X am agreatly in error, this method was given up a long time ago in this country not only because it was regarded as unnecessary* but because it was also hazardous for our own field staff. If there is some specifically useful purpose served by this method of demonstration, X suppose it can be used for a time and that the dangers can largely he obviated. On the other hand it seems better to ras to do away with the necessity for such instructions as fchese, rather than to promulgate the regulations* I would be very glad if you would consider the matter and take such action as is necessary by way of instructions to Mr. `fully, if you feel, that you are in position to take such action. . In any case, X would appreciate your comments before answer ing Mr. fully^s letter.
