A second asbestos standard was published by OSHA at the same time, 29 CFR 1926.58, which covers employees involved in construction or maintenance work. This latter standard covers: 1. Demolition or Salvage of structures where asbestos is present. * . 2. Removal or encapsulation of materials containing asbestos. 3. Construction, alteration, repair, maintenance or renovation of structures that contain asbestos. ' 4. Asbestos spill/emergency clean up, 5. Transportation, disposal, storage or containment of asbestos or asbestos-containing products. The purpose of this Safety & Health Bulletin is to outline the requirements of the asbestos construction standard and the impact it will have on Goodyear facilities, A copy of the standard as published in the Federal Register was attached to the July 30, 1986 Bulletin. The asbestos construction standard begins on Page 22756. The January 8, 1987 Bulletin states that removal of asbestos during normal operation, maintenance or repair of process equipment or piping is considered general industry work. OSHA has since determined that these types of activities Fall under the construction standard. This Bulletin supersedes the January 8, 1987 Bulletin, please insert this Bulletin in Section C of the Policies & Practices Manual. GY01-007394 GY 017234 f 2- The construction standard divides asbestos operations into two categories: (1) Removal, Renovation and Demolition Operations and (2) Small-Scale, Short-Duration Renovation and'Maintenance Activities. Goodyear employees should be involved in only the small-scale activities, defined as: 1. Removal of asbestos-containing insulation from pipes, valves, fittings, beams or above ceilings. Z . Rep] acement, of;asbestoshconta'n ing gaskets. 3. Installation of electrical conduit through or proximate to asbestos-containing materials. Many of the requirements for the two asbestos standards are identical. Additional requirements of the construction standard that were not covered in the previous Bulletin are as follows: 1. Regulated Areas - Negative-pressure enclosures are not required for the small-scale, short-duration operations that are generally performed by Goodyear maintenance personnel. 2. Air Sampling - The air sampling procedures are identical to those outlined in the previous Bulletin. The construction standard additionally requires that personal sampling must be conducted each time an employee is involved in , asbestos work._ The facility must notify employees of their monitoring results in writing either Individually or by posting the results. 3. Methods of Compliance - The work practices outlined in Appendix G to the construction standard should be followed for small-scale, short-duration asbestos renovation and maintenance activities. These procedures include the use of either wet methods, removal methods such as glove bags or mini-enclosures, 4. Hygiene Facilities and Practices - For small-scale, short-duration projects, the employees should clean their protective clothing with a portable HERA vacuum before leaving the area where maintenance was performed. 5. Employee Training - Each facility must institute an annual training program for those employees Involved in asbestos removal or renovation activities. At a minimum, the training must include: A. Methods of recognizing asbestos. B. The health effects associated with asbestos. C. The relationship between smoking and asbestos. D. The nature of operations that can result in exposure to asbestos. E. The purpose, proper use, fitting instructions and limitations of respirators. GY 017295 GY01-007395 -3- F. The appropriate work practices. G. Medical surveillance requirements. H. A review of the asbestos construction standard. The facility should determine the presence or absence of asbestos prior to initiating any maintenance, repair, renovation or construction project. This can be done by submitting bulk samples of the material in question to Corporate Industrial Hygiene, if there is insufficient time for sample collection and analysis because of an emergency, and if there is uncertainty concerning the asbestos content of.the material, the facility should proceed as though the material contains asbestos.
