In fact, Federal officials rec ognize California's preeminence in this respect, and advise foreign safety
officials to stud)' our safety setup.

A signal instance of the recognition of tins fact is the recent agreement be tween Governor Edmund G. Brown and the .Atomic Energy Commission-- an agreement ratified by the State Legislature--under which California is assuming much of the licensing and regulatory functions that have been performed by the a k c . .
Expected Changes
Some of the changes anticipated by the end of th e 196 0 's arc
--a trem endous increase in the num ber of workers under 25 and over 45;
--far m ore w om en workers, w ith one out of every three workers being a woman;
--a m uch faster increase in em ploym ent in construction, finance, insurance, and real estate;
--m ore w h ite collar workers than blue collar workers,
-th e ci.ntinc'r.g shift from an agricultural to a predom inated industrial econom y, with greater concentrations of the w ork force in the metropolitan districts;
--the widespread increase in autom ation, and in record keeping;
--the grow in g need for educational and medical services, and more apprenticeship training;
--the increase in research and d ev elo p ment;
--the continuing scientific and te ch n o lo g i cal advances, affecting industrial production in an aerospace age; and
--the further shift from production indus tries to trades and services industries.
Guiding Principles
In fulfilling its legal responsibilities for the health and safety of workers, rhe d iv is io n has always upheld the principles of engineering, enforce ment, education, and r e a s o n a b le n e s s .
These same principles will continue to guide the d iv is io n in future, for we are resolved to do all we can to meet the needs and demands of tire people of California in the way of industrial safety.
