Attached are the results of a bulk asbestos survey conducted at The Dalles FPD facility during the week of April 12-15, 1988.
Your review and response to items 88-01 through 88-04 is required by May 16, 1988.

An industrial hygiene (IH) survey was conducted at The Dalles FPD facility during the week of April 12-15, 1988. The results of the employee exposure survey will be submitted in a later report following receipt of the results from the laboratory.
During the IH survey, twelve (12) bulk samples were collected for laboratory identification of asbestos. The results and description of the samples are as follows:
1. Positive (80% chrysotile asbestos) - collected from the steam pipe inside the shack behind the #9 storage tank in the tank farm. Condition of the material is deteriorating.
2. Negative (35% cellulose) - collected from the pipe located on the west side of boiler #1310. The pipe runs adjacent to the ladder.
3. Positive (75% amosite, 5% chrysotile) - collected from material lying in front of the #1310 boiler mud drum on the upper level in the boiler room. Condition of the material around this area is deteriorating.
4. Negative (35% cellulose) - collected from the pipe adjacent to the #1311 boiler and extending vertical.
5. Positive (75% chrysotile) - collected from the air return duct to boiler #1311. Condition of the material is deteriorating.
6. Positive (40% chrysotile) - collected from the lower mud drum of boiler #1311. Condition of the material is deteriorating.
7. Negative (35% cellulose) - collected from the pipe along the north wall next to a series of retort condensators.
8. Positive (90% chrysotile) - collected from the pipe west of the retort cylinders (pipe is extending vertical). Condition of the material is deteriorating.
9. Positive (65% chrysotile) - material is a gasket used as pump water seals. These gaskets were found in a plastic bag lying on the floor next to the building wall on the side of #1 retort cylinder.
10. Positive (65% chrysotile) - material is a gasket used on the retort cylinder doors.
11. Negative (95% fiberglass) - collected from the #1 retort cylinder.

12. Positive (40% amosite, 40% chrysotile) - collected from the water pipe in the mens change building. Condition of the material is good, however some areas are deteriorating.
Area air samples were collected in the boiler room to determine if an airborne asbestos problem was present. These results were below detectable levels. Interpretation of these results should be cautious and should direct our attention to a planned abatement program.
As a results of the bulk survey, the following recommendations are made:
88-01 Begin a planned asbestos abatement program for all of the asbestos containing insulation in the retort/boiler building.
88-02
Substitute all water seal gaskets and retort cylinder door gaskets with
non-asbestos containing materials. These gaskets are not friable material when they are installed. However, once these gaskets require removal, it is sometimes necessary to grind or chip off the gaskets in order to prepare the metal for the replacement gasket. When this occurs, a potential release of fibers is present.

All maintenance activities on pipes and boilers inside the retort/boiler building may only be performed on pipes or vessels that do not require disturbing the asbestos insulation. Maintenance activities required on
pipes or vessels that are insulated with asbestos containing materials must have the asbestos removed by a competent contractor or KM employees trained to perform the work.
88-04 Corporate Medical/Legal/Insurance groups must be involved during the selection of an approved asbestos abatement contractor.
