Section 1- INTRODUCTION
PURPOSE OF THE INSPECTION
EPA Region 6 inspectors Joyce Johnson and Angela Hays arrived at the United States Department of Agriculture- Harry K. Dupree Stuttgart National Aquaculture Research Center (Aquaculture Research Center) located at 2955 Highway 130 East, Stuttgart AR 72160, at approximately 10:50 am on July 24, 2107, for an unannounced inspection. We met with Joel Ledbetter, Safety & Occupational Health Specialist, at the Opening Conference. Joyce Johnson presented her credentials to Mr. Ledbetter and informed him EPA has a requirement to inspect a certain number of federal facilities each year and this facility was chosen to determine compliance with the Resource Conservation and Recovery Act (RCRA). Data from 2012 stated that the facility was operating as a Conditionally Exempt Small Quantity Generator (CESQG); however, the amount of P-listed waste being stored and/or disposed of would have changed the generator status to a large quantity generator (LQG).
FACILITY DESCRIPTION
The Aquaculture Research Center conducts aquaculture research to address the needs ofthe United States aquaculture industry. The Center's research program is composed of in-house research projects that focus primarily on Freshwater Systems Production Research, including development of feeds and improved culture strategies for warm water fish species; and, Disease Therapeutics Evaluation and Control Research for warm water fish species. The facility focuses on characterization of genetic variation of fish, resistance to and control of disease, methods to treat bacterial and fungal diseases, strategies to improve production, refinement of nutrient requirements, evaluating alternate sources of protein, and the development of practical feed formulas. Section II- OBSERVATIONS
The facility physical review consisted of multiple locations: Fish research labs, hazardous waste collection areas, satellite accumulation points (SAPS), and Universal Waste areas.
Laboratories The Aquaculture Production Water Quality Laboratory was evaluated during this inspection. Numerous holding tanks of freshwater fish in various stages of observation were observed by the inspectors. The facility has authorization to discharge the wastewater from the fish research lab into the sewer system under the National Pollutant Discharge Elimination System (NPDES) and the Arkansas Water and Air Pollution Control Act. (Appendix 6)
Satellite Accumulation Points {SAPs) Two (2) SAPS were observed in the laboratory areas. SAP #1 (L132) contained the chemical acetonitrile that is used for high performance liquid chromatography (HPLC) analysis and the
