I hope everyone is having a most enjoyable summer and taking some time away from the shop to recharge their batteries
their The big news in our industry occurred on June 20th when OSHA issued
final rules regarding the reduction of asbestos from 20 fiber per 2 This rule bas a tremendous impact on all of us
The effective date of the rule is July 1986 Dust counts in your shops and our plant must be done by October 1986 If the count is above 2 the areas affected
become known as regulated areas and effective November 1986 the following
must be done
1 A warning sign must be posted as follows DANGER - ASBESTOS CANCER
AND LUNG DISEASE HAZARD AUTHORIZED PERSONNELONLY ONLY Respirators and
protective clothing are required in this area This means no one must enter this area
for any reason without a respirator and protective clothing including the owner of the business The respirator will be an approved carbon filter type The specifications on the mask and it's proper fitting cover approximately 4 pages of the regulations It unbelievable in scope
2 Clothing when sent out to be laundered will be in leakproof leakproof bags with
warning labels
.
3 Warning labels - all contaminated clothes and all asbestos products you ship will be labeled as follows DANGER CONTAINS ASBESTOS FIBERS AAVVOOIIDD CREATING DUST CANCER AND LUNG DISEASE HAZARD This is effective July 21 1986
4 By January 16 1987. plans for locker rooms showers and lunchroom
facilities shall be completed and must be operational by July 20 1987 unless you can
reduce your fiber count to less than 2 In other words you need to have shower
2 rooms a lunchroom and
one for work clothes
lockers for each person One locker for street clothes and
5 Additional medical examinations and record keeping for 30 years will also be required

This is just a small portion of the regulation The entire regulation is available from the Federal Register of July 1986 If you must have a copy we will make them available for 10.00 each It is 144 pages of fine print It also covers new regulations for actually doing a brake job on a car or truck That you don't
want to read
So what does this mean to you a Redco distributor and sometimes fabricator
Well air sampling we have done over the years shows the following count
Redco Slitter Sav -
Drilling Grinding- Grinding-
1 108 85 90
These counts were done using dust collection systems at each work station
I Naturally you all have questions and I will try to answer them to the best of
ability I have studied the rules for two weeks and feel I have
my
knowledge of them
good working
Obviously OSHA is hell bent in getting us out of the asbestos business Right
behind OSHA is the EPA ban on asbestos which in 1988 to phase in Hearings on an o1u9t8r6iagnhtd bwialnl ornunthfeormatwnoufwaecetkusre or importation of asbestos products started July 15
It is obvious decisions have to be made and we request you call us with your input Those who don't call will be contacted
Please keep in mind the impact the new ruling will have For example ** new labeling with union employees from truckers who pick up your freight to the customers who receive it Also the impact on your employees those who have beards would be required to remove them by OSHA your ability to supervise them and even insurance if your lucky to have it
Now on a more pleasant note I turn the newsletter over to our CEO

NOTICE
To All Reddaway Roll Lining Customers
woven It is with regret that Reddaway Mfg Mfg must announce that we are
the
production of Redco RBV asbestos woven lining in November
ceasing
For several years OSHA had indicated that they were planning to drastically
reduce the allowable limits of asbestos dust in the work place It was for that reason -
that we developed a viable substitute with our RNAW asbestos Since it's introduction it has truly become the standard of the world Not only has the market and OEM's in the United States proven as performance but so have customers in Europe South America and Japan For the past two years sales of RNAW have grown rapidly
20 On June 20 1986 OSHA finally released their new rules on exposure to asbestos
The previous limit was 20 fiber per Effective July 21. 1986 this was cut to 0.2 fibers per In it's regulations OSHA admitted the greatest impact would be on those dustries weaving asbestos which we do in producing Redco RBW
Under the old limits OSHA had recognized us as being a model plant for compliance under the regulation Within 24 hours under the new ruling we were suddenly confronted with a situation where there was absolutely no way of conforming to the standards under existing technology
The only loophole was to institute a series of work practices that would be completely unfair to our employees management suppliers and customers For example our plant would have to become a regulated area requiring the posting of
signs as follows
DANGER
ASBESTOS
CANCER & LUNG DISEASE
HAZARD
AUTHORIZED PERSONNEL ONLY
RESPIRATORS & PROTECTIVE CLOTHING
ARE
REQUIRED IN THIS ARE
REDCO FRICTION PRODUCTS

In other words in every area of our plant anyone entering would be required to
comply The respirator mentioned on the previous page being the carbon filter
type similar to a gas mask Imagine if you can working 8 to 9 hours with a
gas mask Imagine offering special work clothes and a respiratorrespirator to an outsider
on
plant do maintenance
with a foreman
How about dunnindgunning that garb as managementvitsoitcionngfyeorur
if Under this law you as a user of Redco RBW lining you did any cutting or to drilling of the lining would also be subject the same regulations since those
operations create dust above the legal limits followIsn addition a label has to be affixedaffixed to the lining until it is placed in service as
DANGER CONTAINS ASBESTOS FIBER
AVOID CREATING DUST CANCER & LUNG DISEASE
HAZARD
This also applies to the outside of boxes
The push behind this new regulation was the AFL We have noticed that over the past few years the majority of our customers who had changed to asbestos were required by pressure from their company's union or their
insurance carriers
A positive outcome of converting to asbestos should be a more favorable relationship with insurance carriers who have reached a point of not even
cfoonrsmidering giving insurance to companies involved with asbestos products in any
In addition to the new OSHA regulations the EPA began hearings on July 15

With all of these factors to consider we believe you will understand our position in reaching a conclusion to cease production in November
As consumers of asbestos friction materials of which you have years of
confidence the transition may at first be frightening asbestos looks
in many cases and generally cost more
different
The entire industry in transition
may not survive Some are already gone good and bad times
Those who have not prepared for today Reddaway Mfg is in it's 96th year of both
If we still had our original product line we would not be here to
We knew this day would soon be here and we
serve you
today
the latest obstacle
are ready to once again survive
our government has put the way of American industry We may
not agree with what has taken place but it has happened and it the law
All of us at Reddaway look forward to supplying you in the future with the finest asbestos woven lining just as we have in the past with asbestos
Thank you .....

Redco News
We have officially told all of our customers that we are stopping the production of RBW asbestos lining effective November 17 1986. This will allow us to work
without the restrictive work rules they require
Our announcement to our customers was very well received are in
agreement to stop selling asbestos We should actually see more business For example we now have 100 of Brake Supply's business rather than sharing a portion with Raymark
Redco goes international In case you haven't noticed we are now selling nice
quantities of our products to Sweden England Hong Kong Brazil and next Australia
We feel these markets show excellent growth potential
.
Here in the United States we have dropped The Rowland Co. as a distributor and
replaced them with Atlantic Friction Supply who have branches in New Jersey
and Pennsylvania Ve know this will be a positive influence on our business
The oilfields still stay depressed Low cost oil causes many coal users to switch to
oil which also affects our sales to coal mining The lumber industry just had a strike
and now U.S. Steel is on strike All of this affects us
As of today August 18 1986 we have 13 working weeks to process our
remaining asbestos yarn and roll goods inventory Consequently we must push on
production as ifwe were up to our eyeballs in business Our goal is to have all looms
clean of asbestos yarns by November 18th and to have completed all grinding and
slibt y tht at i datn e ag lso Thii s ts all order siwn e wic ll ae lso by trying to keep up
production in RNAW
The finished RBW will still be legal for sale after November 18th Many of our customers will still want some especially in Canada
I So that's what's happening Lots to do but know everyone is up to the
challenge

1. All Personnel in the weaving dept are required to wear respirators This mandate covers all personnel in the weaving dept including maintenance and service
personnel who may be working in this area temporarily
2 Weaving dept personnel will be rotated in high count areas when possible thereby reducing employee exposure to airborne concentrations on a time weighted average basis
3 Written authorization from qualified medical authorities will be obtained for all employees required to wear a
respirator
4 Respirators will be provided free of charge to all personnel
who require them Instructions as to their use and care
will also be provided A demonstration has been

Dear Dave
Since the early 80's product liability insurance has not been available to the
brake lining industry at an affordable price due to the massive amount of
hanging over the industry from its use of Asbestos
litigation
Consequently we all are self insured until such time as the product becomes affordable If you have any questions please do not hesitate to give me a call
Very truly yours

OSHA Procedure
The unit of measure for airborne asbestos that is used by OSHA is the number of fibers longer than five micrometers per cubic centimeter of air or briefly fibers per c.c. To be counted
as a fiber a particle must not only be longer than five micrometers but must also be at least three times as long as its maximum diameter Five micrometers are about 1/5000 inch
In sampling a measured volume of air is drawn through a mem-
ast
brane filter which catches all dust particles The filter is

area of the microscope field is counted and this is repeated

weight- The present OSHA requirements read the eight
ed average TWA airborne concentration of asbestos fibers to .which an employee may be exposed shall not exceed five fibers - longer than five micrometers per cubic centimeter of air
July This means that an employee could be exposed to air containing
seven fibers per c.c. for four hours and two fibers per c.c.
for four hours and meet the requirement TWA = 4x7
4x2 =
28 + 8 = 36/8 = 4.5 fibers per c.c. Begining July 1 1976
the maximum TWA will be reduced to two
fibers per c.c.

OSHA also has a ceiling limit which states that no employee
shall be exposed at any time to airborne asbestos fibers in
excess of ten fibers longer than five micrometers per cubic
