In discussions with Bill Frick this morning, he decided that this document should serve as the briefing/background information for the June 19 Executive Committee meeting. This alters the original plan of sending out an early, separate communication. Also, another briefing paper would be a duplication of what they saw in March, which is already attached to the Addendum.
