Minutes of the Meeting of September 19, 1973 The minutes should show that C. S. Laubly of Celanese Corporation was present at this meeting. Otherwise the minutes were approved as distributed. 2. Administration 2.1 Because of concerns recently expressed by some mem bers, Mr. A. c. Clark discussed the operation of MCA technical committees emphasizing: Avoidance of product orientation; Special conditions for treating product oriented problems outside normal MCA operations with safeguards; Special projects on product problems must receive MCA Board of Directors approval and project participation is limited to those companies with direct supporting interest; Product oriented problems, when taken up by MCA technical committees, have industry-wide application. 2.2 Membership - Messrs. K. R. Doremus, Merck & Co. Inc., and W. A. McClellan, M.D., Gulf Oil Corporation, were recommended for committee membership and action thereon requested of the MCA Board of Directors. 3. Health and Standards: 3.1 Assigned to consider and recommend action appropriate for MCA in areas where OSHA standards are expected were: (a) Noise: G. K. Levinskas, Monsanto; and (b) Carbon Monoxide: L. B. Grant, PPG Industries, InC' 3.2 Epidemiological Survey CMA 042538 The prospect of a project on methods of conducting an 3 epidemiological survey remains under study. As an alternative, a Tabershaw-Cooper one day course on this subject could be pre sented in conjunction with the next meeting. The proposal will be investigated by: W.A. McClellan, C.P. Reinhardt, Mac Ray Gasque and K.S. Lane, who are to advise the Secretary by March 1, 1974. Such a course could be conducted by Tabershaw-Cooper Health Studies Director, W. R. Gaffey. A description of Dr. Gaffey's approach appears in his paper, "Epidemiological Studies in Industry" (J. Occup. Med.: 15,10,782-785). Copies are to be distributed to Committee members. 3.3 Issuance by OSHA of the carcinogen standards is ex pected shortly. The task group comprising K.S. Lane and E. E. Christofano will review the standards and make recommenda tions thereon to the Committee. 3.4 Committee members requested that advice be given at least twice yearly on the status and progress of criteria docu ments at NIOSH perhaps through MCA news or Chemecology. 4. Public Relations and Communications: 4.1 Occupational Health Articles Committee members decided not to recommend republica tion of occupational health material which already had appeared in Chemecology. Instead it was suggested that a valuable aid would be a bibliography of sources of information on occupational health. A first draft will be prepared by N.V. Hendricks and forwarded to M.R.Gasque and C.P. Reinhardt for their suggestions on additions with the Secretary kept advised. Ultimate distribution could then be made to all MCA member company employees interested. 4.2 Case Histories There have been no case histories submitted for publication. The chair will take under consideration whether the effort to secure case histories is worthwhile continuing. 5. Legislation; 5.1 N. V. Hendricks relinquished the chairmanship of this subcommittee because of company workload. W. A. McClellan was added to the subcommittee to replace M. V. Gilberti. K. S. Lane will name a new chairman. Possible participation by MCA in the oversight hearings on OSHA expected soon is a matter for sub committee consideration. CMA 042539 OCH-105 4- 5.2 OHC requested inclusion in the next issue of the MCA bulletin on State Legislation a status review of current measures on Occupational Safety and Health. The Bureau of National Affairs charted something similar as State Plan Activity on Jan. 24, 1974 (81:1003-1006). 6. Liaison 6.1 ACGIH is collecting data on carcinogenicity of insoluble lead and zinc chromates. The Consumer Safety Commission is investigating the need for testing of oesophogeal corrosion particularly of soap and detergent products. 6.2 Member companies were reminded to furnish the Secretary copies of recommendations and suggestions on the OSHA Act and it's administration as forwarded to OSHA and/or NIOSH. 7. Next Meeting; The next meeting of OHC is being planned for San Francisco, California in cooperation with the Safety and Fire Protection committee (S&FPC) , during the week of September 9, 1974. M.R.
